Why can't OWS hand in a signed petition requesting UN observer/peacekeepers

OWS could take a petition signed by occupiers requesting 'observers' or peace keepers
to the UN, if naught else that'd start some more media
and FORCE the US Ambassador to the UN to respond to some pretty ...interesting questions

2. They are as much of a country as Libya or Iraq. Protesters and rebels fighting for the soul of
their country. If it were any other country but us right now we would be sending observers and bombers.

UN peacekeepers are only deployed by invitation of the relevant sovereign entity.
