Christie's Delay in Signing N.J. Rape Kit Bill Inexcusable
Either New Jersey Gov. Chris Christie was lazy about reviewing a bill that should have needed scant review in the first place, or he was dense. Neither is excusable in a chief executive. He finally acted only after various media outlets began pressuring him to get off his ass and (gasp) make a decision. After more than 10 weeks.

2. There's a third explanation, which I'm going with
He was hoping to pocket-veto the thing.

I don't know the New Jersey constitution, but it's very apparent from this they don't have the "it becomes law without his signature" feature of the US Constitution, where a bill the president doesn't really like but can't really veto becomes law if it sits unsigned on his desk for ten business days, and Congress is in session when the tenth day passes. I would imagine New Jersey has the "any bill unsigned after Congress adjourns is dead" feature, and Christie was fully planning on using it: "Oh, this bill that makes the state pay to investigate rapes? I didn't sign it and the legislature has gone home, so it's dead. Oops. My bad. Better luck next time."

The ONLY reason that fat pig signed that bill is because the press found out about it and started saying bad things about him.

3. He was testing the backlash if he vetoed it.
