Illinois Gov. Pat Quinn signed a piece of legislation today that will further protect homeowners in the state who are recovering from a natural disaster and related damage to their homes.

House Bill 3034 specifically amends the Home Repair and Remodeling Act and helps protect homeowners by tackling the problem of contractors who prey on homeowners, especially the elderly, trying to recover their homes and properties after a natural disaster. Many times unscrupulous contractors, known as "storm chasers," take advantage of homeowners through contracting scams.
The new bill prohibits roofing contractors from allowing out of state contractors to lease their license for pay, which is common of repair scammers. The new law also allows residents to cancel a contract and receive a refund within 10 days of the cancellation of the contract.


Gov. Quinn commented on the importance of the bill in terms of protecting Illinois homeowners. Quinn said, "When disasters such as storms or flooding hit, the recovery process can be overwhelming, and some individuals use that as an opportunity to take advantage of vulnerable homeowners. It is important that we do everything we can to stop dishonest contractors so that residents can focus their energy on rebuilding their homes and communities."

It is a progressive piece of legislation that makes sence.
At the very worst time, the rats come out and try to take advantage of homeowners who are hurt and trying to recover. Repair scammers are some of the worst, very worst. Quinn has a long history of being in favor of consumer legislation. This is a great
step for Illinois and should be followed by the rest of the nation..
