Cantor Debuts Bill That Would Make GOP Budget Law Of Land Should Shutdown Become Imminent
Sam Stein - Huffington Post

WASHINGTON -- House Republicans will introduce legislation, likely by the end of this week, that would make it so that if Congress is unable to come to an agreement over an operating budget, the GOP’s version would simply become law of the land.

The bill, titled “The Government Shutdown Prevention Act,” is designed for the purposed described in its title. In terms of partisan equity, it’s lacking.

Announced by House Majority Leader Eric Cantor (R-Va.) on Wednesday, the legislation would make it so that “if the Senate fails to pass a measure before April 6, 2011 providing for the appropriations of the departments and agencies of the Government for the remainder of fiscal year 2011, H.R. 1 (as passed by the House on February 19, 2011) becomes law.” The bill also stipulates that Members of Congress and the President will not get salary payments in the event of a shutdown of the U.S. debt limit being reached.

This act would be the grossest violation of the US Constitution ever attempted. This is an attempt to bypass the entire Executive Branch and to tell President Obama that they can make law without him and that he doesn't count for anything. This proves beyond all doubt or question that the Republican Party are the mortal enemies of the Constitution.

3. They need the Senate to vote on it and the president not to veto, I thinki, so

I would guess this will never happen. This is the key sentence of this article

Still, Cantor and his office did their best on Wednesday to pitch the bill as both critical and sincere -- perhaps cognizant that it would re-frame the Virginia Republican as someone wary of shutting down the government

2. Amusing. Of course, there is zero chance of this happening, so this mostly shows the GOP knows they
will blamed if the is a shutdown and that they are trying to diffuse the blame.

5. Uh, does he think the US Senate has no say in what becomes 'law of the land'? Or
is this an attempt to simply bypass the Senate and President and allow the House to decide?

6. Looks like this one's just for show.
If Cantor thinks the U.S. Senate's just going to surrender their authority on budget bills so the House can pass bills unilaterally, he's been smoking crack.

10. Yep, a time wasting gimmick like reading the Constitution aloud.
They didn't pull that one off very well either.

7. The Senate must pass the same bill and the President sign it...
So this is a Republican CYA bill, that says to their constituents, "See, we tried to not shut the government down, but those mean, awful, wicked, socialist, fascist, communist, Muslim Extremist, Atheist, Tax and Spend, Big Government, Take your guns away, steel your jobs, Union, Democrats would not pass it."

What this bill really says is, "We are shutting the fucking government down, assholes. All you retired military, say goodbye to your fucking pay checks. Medicare recipients, don't bother. Medicaid patients, just shut the fuck up and die."

Note: Because the http://www.spokesman.com/stories/2011/jan/08/vexed-obama-signs-military-funding-bill/">2011 Military funding bill was signed January 8, 2011, military funding for operations and war will not be affected by government shut down, which just goes to show you that Republicans learned something.

As a retired military person, I will not receive a paycheck as the VA was not included in the bill signed in January. Also, people like my brother, also retired military, who works as a civilian on a base in Colorado will not be paid. His government work is not part of the regular military budget. Since he is living in military housing provided to retirees, his housing will not be paid for and the civilian company now handling military house has already made rumbles about evicting retirees and active duty families if they are not paid for. My mother, who requires both Medicare and Medicaid is facing a temporary suspension of health related care.

I am so happy Republicans are trying diligently to shove their budget up down my throat and up my ass at the same time.

9. I have a budget. It returns the top tax rate to 70% it mandates that SS is collected on all income
and it includes Public financing of elections by imposing on AMT CORPORATE tax rate of 30% of income.

Can it be used if the GOP bill does not become law?
