Voter photo IDs will take money state doesn't have (Asheville Citizen Times editorial 30 Jan)
Republican statehouse majorities in Texas, South Carolina and Wisconsin have either passed or are moving forward on legislation requiring presentation of a photo ID at voting booths ...

It's a solution in search of a problem ...

The Bush administration, hearing the concerns over voter fraud, plumbed for voter fraud by poring through tens of millions of voter records over five years. In the end 120 individuals were charged, and 86 were convicted ...

... for a state facing a budget crisis, it's a new expense. Voter education publicity efforts, new training for poll workers to handle people who show up without their ID, etc. will cost money. There will surely be legal challenges. And the state should provide free ID to legitimate voters who lack a photo ID, otherwise we're looking at the resurrection of the poll tax (and many, many more lawsuits) ...
