Probation for man who cooperated in Pentagon scheme probe

A former project manager for the rebuilding of the Pentagon after the 9/11 terror attacks was rewarded today for his cooperation with federal agents in an investigation of an elaborate scheme by a McKeesport contractor and others to defraud the Department of Defense of some $850,000 in false bills.
U.S. District Judge Gary Lancaster sentenced Joseph Arena Jr. of Maryland, a former supervisor for AMEC Construction Management, to two years of probation and ordered him to pay a $10,000 fine.
Mr. Arena pleaded guilty in 2006 and agreed to testify against Thomas J. Cousar, owner of Capco Contracting in McKeesport, who submitted false bills to AMEC and pilfered building materials from the Pentagon site for his own projects in McKeesport -- Tube City Cafe and Chaton's Salon.
