1. I know where those places are

Used to live near East Lancaster myself about 20 years ago--the neighborhood's really changed, but even back then you had to make sure to lock everything or it would be stolen. Seems to me the best thing the city could do would be supply some sort of sanitary facilities for them.

this to death, it will not be done for a variety of reasons that are probably inconsequential in the long run.
