This is supposed to be the documentary that most closely sticks to the actual 9/11 report and to me it did. Without getting into a discussion of the report itself this 2 hour film (narrated by Kevin Costner and Hillary Swank) sticks to what I read in the report namely that fingers are pointed. It is clear that the family members most directly blame the Bush administration for the failure to prevent or even try to prevent 9/11. The FAA takes the brunt of the blame for the chaotic actions of that day itself. The Clinton administration is directly criticized for not taking a shot at OBL in Kandahar as well as for the lack of response to the USS Cole but then it is pointed out that the Bush administration had no response to the Cole either-the claim that Bush was working on a comprehensive response not "swatting at flies" is offered as a closing to that part of the time line.
The first part of the documentary was actually about how the families MADE the commission happen. The Bush administrations attempts to not have the commission and then to not talk to the commission is detailed as well.
This film also featured the most footage and discussion of those who jumped from the World Trade Center towers that I have seen to date. This comes early in the film and is as terrible to watch as it has ever been.
Having actually read the report this was a very close approximation of what the report contained though it never got into the recommendations. The report, to me reading, did lay much blame where it should have been though it had to be written in between the lines. Both the Bush and Clinton administrations of course deserve some blame here but the phrase "oh your watch" is key.
The details of the flights is the best representation I have seen.
The failings of the FAA on 9/11, the root cause of the lax airport security (airlines running the security and cost cutting) is highlighted, the complete inability of anyone to take any responsibility (all parties here are shown as the criticism is spoken by family members) is clear with the apology of Richard Clarke shown and the appreciation of the families for his singular act of contrition a featured part.
I highly recommend this film. I take the 9/11 report as a good starting point-an encyclopedic resource to trail off into details from- as I have told most anyone who wants to talk about it. It is not the authoritative conclusion or judgment on this matter and the film represents that.
