Tom DeLay, the former House Majority leader and outgoing Republican congressman from the Houston area, has long been known as "The Hammer." Last week he showed why, going out swinging in a defiant, unapologetic departure speech to fellow Republicans.
One of the most controversial leaders in modern politics, DeLay said that, if given another chance, he would do nothing differently, other than fight even harder. He was leaving, he said, with "few regrets, and no doubts."

DeLay saw government as a fundraising vehicle. Through constant adjustments to the tax code and a steady stream of bills dealing with various industries, DeLay turned Congress into a powerful regulatory body that could punish or reward companies based on their willingness to support the GOP.
That approach might have aided the party in the short term. But it is corrosive both to Congress and to capitalism. Apparently, DeLay is untroubled, which is unsurprising for someone who could wield such a large hammer and yet build so little of value.
