The first World Baseball Classic, with games in Japan, Puerto Rico, Florida, Arizona and California, will be held in March. Major League Baseball has invited teams from 15 countries around the world, including Cuba, to participate.
For Cuba to take part, the U.S. government has to waive a measure, administered by the Office of Foreign Assets Control of the U.S. Treasury, that prohibits Cuba from making money in the United States. Last week the Treasury announced that it wouldn't let the Cubans come. The White House spokesperson added a mindless statement: "We want people in Cuba to participate in freedom."

The Bush administration has at least two possible motives in keeping the Cubans out. The first comes from the fact that President Bush's brother, Jeb, is governor of Florida, the center of Cuban-American exile activity in the United States. It may be that the Cuban exiles have offered to finance the governor's run for the presidency in 2008 in return for keeping the Cuban players out.
