US Secretary of State Condoleezza Rice had hoped her visit to Berlin would mark a new start to German-American ties, but her trip has been completely overshadowed by concerns about secret CIA flights. Has America just lost the battle for the hearts and minds of Europe?

1. No. Just another Con Job Blew Up In Their Faces
BushCo doesn't battle for hearts and minds (unless you're discussing spare parts for Cheney).

They are more into Submission/Domination (with bondage).

2. Europeans have longer memories
and more questioning minds. They cannot be 'spun' as can the American public. The press won't take it either and they'll call her out on any lies, contradictions and double talk.

4. not losing...but lost
The consensus of those I met in Belgium and Germany in 2002 was that BushCo were a bunch of screw-ups. I am sure the intervening years and incidents have only confirmed that view. There is no public opinion to lose, because BushCo lost any confidence years ago.
