Strange as it may seem, President George W. Bush was among the last to learn about the emergency alarm that was recently triggered when a small private airplane penetrated forbidden airspace near the White House.

This again raises the question of who's running the show there.

The president was off on a woodsy bike ride in nearby Maryland when two pilots flying a small Cessna plane and using outdated maps flew to within three miles of the White House.

Unbeknownst to Bush, the blunder swiftly triggered Washington to go from yellow to red on the scale of terrorism color codes and caused an emergency evacuation of the White House, the Capitol and the Supreme Court. The single-engine propeller craft was eventually intercepted by Air Force jets that sent warning flares to alert the confused pilots that they were in a no-fly zone.

The Secret Service hustled Laura Bush and her house guest -- former first lady Nancy Reagan -- to the bomb shelter in the White House. Vice President Dick Cheney also was whisked away from his office in the compound.
