Chile Issues Report on Pinochet Torture
SANTIAGO, Chile -- Chile took a key step Wednesday toward confronting the grim legacy of abuses under the 1973-90 dictatorship of Gen. Augusto Pinochet, completing a lengthy report on torture and political imprisonment with testimonies from some 35,000 victims.

President Ricardo Lagos called the report "a historic step," as he received it from the commission that prepared it. But the document was not immediately made public.

Human rights activists and relatives of victims under Pinochet gathered in front of the presidential palace, many holding portraits of their loved ones, and cheered and applauded as the eight members of the commission, headed by Catholic Bishop Sergio Valech, left after presenting the report to Lagos.

The government said the report will only be made public Lagos after studies it, expected to be within a month or so.
