Under Cheney, Halliburton Helped Saddam Hussein Siphon Billions from UN Oil-for-Food Program

When the Iraqi Survey Group released its long awaited report last week that said Iraq eliminated its weapons programs in the 1990s, President George W. Bush quickly changed his stance on reasons he authorized an invasion of Iraq. While he campaigned for a second term in office, Bush justified the war by saying that that Saddam Hussein was manipulating the United Nation's oil-for-food program, siphoning off billions of dollars from the venture that he intended to use to fund a weapons program.

The report on Iraq's non-existent weapons of mass destruction, prepared by Charles Duelfer, a former U.N. weapons inspector and head of the Iraqi Survey Group, said Saddam Hussein used revenue from the oil-for-food program and "created a web of front companies and used shadowy deals with foreign governments, corporations, and officials to amass $11 billion in illicit revenue ( http://www.registerguard.com/news/2004/10/07/a2.nat.oilfood.1007.html ) in the decade before the US-led invasion last year," reports The New York Times.

But the one company that helped Saddam exploit the oil-for-food program in the mid-1990s that wasn't identified in Duelfer's report was Halliburton, and the person at the helm of Halliburton at the time of the scheme was Vice President Dick Cheney.

3. Cheney should be arrested for helping Saddam
He must have known Saddam had a desire to restart his weapons program, and sell nuclear bombs to terrorists. Therefore, Cheney is a terrorist, according to the administration's own "logic".

7. Cheney would PERSONALLY be facing a minimum $10,000 fine...
5 years in jail, and Haliburton would be facing fines in the hundreds of thousands, and the loss of its license to operate in the United States.

That is if OFAC meant anything.....

Back during the 90s, the Office of Foreign Assets Control actually arrested people who violated the letter AND SPIRIT of the law rather than tourists visiting Cuba....

REALITY : Cheney's Halliburton Did Business With Iraq, Iran; Both Were State Sponsors of Terrorism

While Cheney Was CEO, Halliburton Acquired Companies That Held Contracts With Saddam. Despite the fact that Cheney claimed that we've not done any business in Iraq since the sanctions are imposed, and I had a standing policy that I wouldn't do that, under CHENEY'S leadership, Halliburton acquired two subsidiaries which had signed contracts to sell more than $73 million in oil production equipment to Iraq under the oil-for-food program (which this administration now is claiming Hussein was using to try to restart his WMD program). The subsidiaries, based in France, sold water and sewage treatment pumps, spare parts for oil facilities and pipeline equipment to Baghdad through French affiliates from the first half of 1997 to the summer of 2000, U.N. records show. The subsidiaries traded with Iraq for more than a year under Cheney, signing nearly $30 million in contracts before Cheney sold off Halliburton's stake in the subsidiaries.

Under Cheney, Halliburton Subsidiaries Did Business In Iran. Under Cheney's leadership, Halliburton bought out Dresser Industries in 1998 and, subsequently, acquired Dressers subsidiary Kellogg Iran. A report release by New York City Comptroller William C. Thompson showed that Halliburton had opened an office in Iran under the name Halliburton Products and Services Ltd., its Cayman Islands subsidiary, in February 2000 and forecasts more than $39 million worth of services for 2003. A 60 Minutes report found little separation between Halliburton headquarters and their Cayman subsidiary and that if mail for the Halliburton subsidiary comes here, to this address, they reroute it to Halliburton headquarters in Houston.
