Bush to tap oil reserve to counter Ivan delays

The Bush administration plans to release oil from the nation's emergency stockpile to make up for supply disruptions caused by Hurricane Ivan — the first time in nearly two years the reserve has been tapped.

The Department of Energy said Thursday that it was negotiating to lend "limited quantities" of crude to unnamed U.S. refineries.

Refiners borrowing from the Strategic Petroleum Reserve would be obligated to replenish it "once supply conditions return to normal," the Energy Department said.

Hurricane Ivan forced the shutdown of refineries along the Gulf Coast and prompted evacuation of oil and gas production platforms in the Gulf of Mexico. The storm also prevented tankers carrying imported oil from unloading at Gulf ports.
