The congressman admits that a debt that is still in dispute wasn't disclosed properly.
WASHINGTON -- U.S. Rep. John Sullivan failed to get the vindication he had predicted from the Federal Election Commission concerning a former campaign consultant's complaint over a disputed debt. Instead, the Oklahoma Republican negotiated a settlement with the FEC, admitted that the debt was not disclosed properly and agreed to take corrective steps.
That settlement did not address whether Sullivan still owes campaign consultant Dave Pearson of Colorado more than $15,000 for services Pearson performed for the congressman's first campaign.

The congressman repeatedly predicted that the FEC would find that the complaint had no merit and would vindicate him and his campaign. Despite the FEC's choice not to dismiss Pearson's complaint, Sullivan spokesman Shane Saunders said, "We are glad the situation is resolved.
"The FEC went in and found nothing wrong," he said. "No fine."

In its settlement with Sullivan, the FEC cited a law that requires even disputed debts to be listed on campaign finance forms. (more)

http://www.tulsaworld.com/SiteSearchRESULTS.asp I wouldn't link to it but the story doesn't seem to be anywhere else.
By way of background Sullivan is as sleazy as they come even by Republican standards. He lied about a criminal arrest record when he was vetted, but won anyway.
