Many in the birthplace of Islam and al Qaeda leader Osama bin Laden believed the United States would not relent until Saudi Arabia met a list of demands that included controlling Islamist charities and the powerful clerical establishment, and reforming an educational system accused of breeding hatred against the West, Jews and Israel.
"The warnings will have a negative impact on Saudi Arabia as a country, they give a message that the Saudi authorities are not reining in terrorism and are not in full control of security," Saudi journalist Dawoud al-Shiryan told Reuters.
"This is part of exerting pressure and they know the sensitivity of the kingdom when they talk about its security."
