Edited on Wed Jun-02-04 10:55 AM by the Kelly Gang
Sydney man charged with inciting terrorism
June 2, 2004 - 2:36PM

"Sydney man Bilal Khazal was charged today over terrorism activities. He was later granted bail during a brief court appearance.

Australian Federal Police (AFP) said the 34-year-old, who allegedly published documents inciting terrorism on the internet, was charged with one count of collecting or making documents likely to facilitate terrorist acts.

He was arrested outside his home at Lakemba, in Sydney's south-west, this morning.

The AFP said Khazal the first person to be charged with the offence since the introduction of Commonwealth counterterrorism legislation in 2002.

The AFP said a number of documents and a computer hard drive were seized during a search of the man's home today."

<snip>
"It is alleged that among the documents was a book called Provisions In The Rules of Jihad - Short Wise Rules and Organisational Instructions Which Is The Concern of Every Fighter and Mujahid Against the Infidels."

AFP have had this knowledge for months but Khazal was only charged today which conveniently took the spotlight of PM John Howard and the Iraq torture scandal.
Meanwhile Howard flew out tonight to meet Arnold Schwartzanegger in California !!

1. Is possession of unclassified military manuals illegal?
Just wondering, because 'I know a guy' who has several of them, and they illustrate some fairly dangerous procedures and 'recipes'...

That seems like one hell of a broad charge: "collecting or making documents likely to facilitate terrorist acts".

2. So, one couldn't be doing some research for a paper or a book?
Or just to be informed about how others operate? :wow:
