China, France, Germany, Russia Seek Iraqi Control Over Security
May 26 (Bloomberg) -- China, France, Germany and Russia say the U.S. must consult the interim Iraqi government that is to take over June 30 on any coalition military operations, except actions taken in self-defense, according to a Chinese proposal.

The four UN Security Council members -- including permanent members China, France and Russia, which have the power to veto the resolution -- will make their case when the full 15 member council meets in private today. Their position is summarized in a Chinese memo that has the title ``Run Iraq by Iraqis,'' and calls for the interim government to have ``full sovereignty'' over security.

Russian envoy Alexander Konuzin said the four also agreed that the U.S. and U.K. resolution on Iraq that was introduced on Monday shouldn't be adopted by Security Council until the Iraqi people and neighboring countries accept the interim government.

``Our positions are similar,'' Konuzin said. ``If the government is accepted by Iraqi society it will be very easy to quickly finalize the resolution. We shall consult the new leaders. We shall invite them here.''

6. Sure, the US can say no. Then it is up to the UN if they will
decide to accept the resolution as submitted.

It is going to be interesting watching this play out.

7. Suddenly, the IGC members realize the non-US powers are friends.
Everyone in Iraq would prefer sovereignty. The media should not refer to a "handover," but rather implementation of "limited self-rule."
