UNITED NATIONS (Reuters) - A new U.S.-drafted U.N. Security Council resolution endorses sovereignty for an Iraqi caretaker government and gives a mandate for foreign troops to remain in the country for at least a year.
The measure seeks U.N. approval for a U.S.-led multinational force with a review after a year but not does not give an expiration date for the force. The measure says Iraqis could ask for a review earlier than that, although the council does not have to agree to withdraw the troops.
The resolution, obtained by Reuters, would also hand over oil revenues to a new Iraqi interim government, not yet formed, but keep an international board to audit spending of oil proceeds.
On sovereignty, the resolution "endorses the formation of a "sovereign interim government" that would take office by June 30 and says it would "assume the responsibility and authority for governing a sovereign Iraq."
