Coalition forces drop a leaflet saying that if the locals don't cooperate and help identify Taliban and Al-Queda supporters, they'll have their humanitarian aid cut off. That makes it sound like Docters Without Borders and other groups are working with the Coalition -- and consequently makes them targets.

I wouldn't put it past any US participants to intentional murk-up the division between military and NGOs, with the goal of increasing terrorist attacks on civilians/NGOs. I just don't trust this administration's competence or motivations anymore.
