Wisconsin Gov Scott Walkers spokesman granted immunity during federal investigation

Wisconsin Gov. Scott Walker's (R) spokesman, plus two supporters, have now been granted immunity in the ongoing campaign finance investigation of former aides to Wisconsin Gov. Scott Walker (R), from Walker's time as Milwaukee County Executive.

WisPolitics reports:

The spokesman, Cullen Werwie, also served as deputy communications director for Walker's gubernatorial campaign.

Rose Ann Dieck, a retired teacher and Milwaukee County Republican party activist, and Kenneth Lucht, a lobbyist for the Wisconsin & Southern Railroad, have also been granted immunity in matters "still under inquiry" through the secret probe, according to the judge overseeing the case.

The judge stressed that a grant of immunity "does not necessarily mean, imply or infer that those witnesses are suspected of, or guilty of, any criminal wrongdoing."

To clarify: One is granted immunity if their TRUTHFUL answers could reasonably incriminate them. Seeing that the feds are involved, and none of his croonies, State Patrol, are in the prosecution, I think this is gonna stick

Even after immunity, her testimony did not even incriminate her, let alone anyone else.

Her testimony was that it was not always clear to her who was applying for a political appointment position and who was applying for a civil service position.

And, for that reason, she may have inadvertently asked some candidates for civil service positions a question or two that were appropriate only for candidates for political appointment type positions (like questions to lawyers about God and gays).

Based on that testimony, even she had no mens rea, let alone her bosses.



IOW, some people's answers, even with immunity, are not the truth, the WHOLE truth and nothing but the truth.

Sometimes, nothing comes of granting immunity, except that the person who was granted immunity gets away with what they did.



In Marcia's case, maybe the people Marcia interviewed for jons should have been granted immunity and questioned before anyone even got to her. (AFAIK, none of them were ever questioned.)

Maybe, with a stack of evidence against her, immunity to her should have been conditioned on her coming across with some really significant and incriminating testimony about her higher ups.

With a choice between prison and giving up some good stuff, her testimony would have been less, um, guarded. Or, she could have gone to jail.

22. Immunity is granted where specific awareness of crimes constitutes conspiracy.
The substantives -- that is, the individual acts that broke the law -- can be felonies or misdemeanors.

It is the pattern of carrying out a crime with a crew of partners or partner-corporations that constitutes conspiracy.

These three individuals have attorneys who have negotiated the terms of these grants of immunity. Breadth and time span are typical factors.

Of course, the exact terms will remain secret. But you would not be seeing these grants go public now, at all, if the prosecutor was not moving to attract/coerce other individuals to roll over.

My guess is that this set of schemes is going to reverse the common fictional device, where the criminal mastermind is foiled by stupid accomplices. Here it's Mr. Careless, Scott "Crime Boss" Walker, who's the dumberer.

Madison - Three days after Cindy Archer was to have started her job as the legislative liaison at the state Department of Children and Families - and while she was already being paid sick leave for it - the agency interviewed someone else for the same job.

Department officials did not fully explain why they interviewed another person to be the legislative liaison. They did not respond to a question asking if they expected Archer to stay in the job for long.

Documents released under the state's open records law Friday also show the office of Gov. Scott Walker - and not the Department of Children and Families - offered Archer the job at up to 65% more than what the last person to hold the position made. Children and Families Secretary Eloise Anderson never interviewed Archer for the nearly $100,000-a-year job, even though Anderson is responsible for appointing someone to the post.

Archer was granted the job just weeks before her home was raided by the FBI as part of a secret John Doe investigation of current and former Walker aides, dating back to when he was still Milwaukee County executive and running for governor.

The spokesman, Cullen Werwie, also served as deputy communications director for Walker's gubernatorial campaign.

Gov. Scott Walker's communications director has been granted immunity as part of a John Doe investigation of the Governor's former and current aides.
Waukesha judge Neal Nettesheim says Cullen Werwie was granted immunity after he requested it from the state. State prosceuctors had no objection and passed the request on to Judge Nettesheim, who is overseeing the criminal investigation.

Judge Nettsesehim says Werwie was one of 14 people granted immunity by prosecutors over the course of the past several months.
