Man arrested for battery in Capitol altercation (WI)

Madison - A Green Bay man was arrested for battery for an altercation in the Capitol involving members of a pro-union singalong and a former state senator.

Around 1 p.m. Tuesday, a group of protesters was participating in their daily singalong in the Capitol rotunda, when two men along with former state Sen. David Zien began interrupting their singing.

According to Sue Trace, one of the participants in the singalong, Zien yelled "Walker for president" while two men draped Zien's "Don't Tread On Me" flag over the singers' heads.

Michael Dickman, 50, said Rahr and German were bumping into him along with other singers and grabbing their banners. Dickman said he tried to pull the flag away from Rahr. Dickman said Rahr then put him in a headlock and punched him in the face, chipping his front tooth.

These singers have been there daily for months without incident. A former Republican state Senator was the instigator in this incident.

4. When I first saw a story on the incident, something told me it was Zany Zien.
The guy has quite a history of personal violence.

A participant in the daily, non-violent Solidarity Sing Along at the state Capitol suffered a broken tooth when he was punched in the face by one of two men who were draping a "Don't Tread on Me" flag over the heads of singers, the leader
of the sing-along said.

State Department of Administration spokeswoman Carla Vigue said the singer who was punched, Michael J. Dickman of Madison, saw the two men draping the flag over others and came over and grabbed it. Dickman was cited by Capitol Police for disorderly conduct, she said.

Henry C. Rahr of Green Bay was arrested on a tentative charge of battery, and another man holding the flag, Eugene C. German, of Shorewood, Minn., also was cited for disorderly conduct, Vigue said.

Rahr was released from the Dane County Jail after posting $650 on the tentative battery and disorderly conduct charges, according to jail records.
