This shows he has a good understanding of the current relationship between Europe and America. He even shrewdly uses a lot of langauge meant to appeal to the left in Europe. For example...

3. Offer does, and is intended to isolate the US

When the next attack hits this spring or summer look for some of these countries to reconsider this offer. The rational is obvious. Why would a European country want to be involved in a pact with the US who offers only malovelance and insanity?

4. How Conveeeeeeeenient!

With many of the "Coalition of the Willing" backing out, this makes it so easy to accuse them of "siding with bin Laden".

5. Pure Propaganda!

Obviously, no European leader is going to surrender to a "bin Laden" audio tape. Yet, the speaker on the tape seems to expect them to buy his deal. Is the speaker a fool?

His speech has this paragraph which has Western construction and phraseology and also suggests a person of high intellegence, not a fool:

Based on the above, and in order to deny war merchants a chance and in response to the positive interaction shown by recent events and opinion polls, which indicate that most European peoples want peace, I ask honest people, especially ulema, preachers and merchants, to form a permanent committee to enlighten European peoples of the justice of our causes, above all Palestine. I'd say the real purpose of this tape is to keep European leaders who joined the "Coalition" to "stay the course." Thanks to this tape recording, any leader who pulls troops out of Iraq can be accused of surrender to bin Laden by the Bushites and their minions.

Once again, "bin Laden" comes to Bush's aid!
