Bomb attack kills 15 in Pakistan

A car bomb ripped through a busy shopping street in Pakistan's northwest town of Charsadda on Tuesday, killing up to 15 people and wounding more than 25 others, the district police chief said.

"We have received nine dead bodies and more than 25 injured people," Doctor Zulfiqar Ahmad told AFP by telephone from the main hospital in the town, just north of Peshawar, capital of North West Frontier Province.

"We have declared an emergency in the hospital," he added. Other casualties were taken to Peshawar, where the main Lady Reading Hospital received at least five wounded people.

3. Is there a historical example of mass casualty attacks on civilians actually accomplished a goal?
It didn't work in Northern Ireland, Iraq, Israel or Gaza nor historically in air bombing of civilians in England and Germany

It seems like a tactic that is "satisfying" to the attackers because you are killing relatively defenseless members of the group you don't like so you like you're accomplishing "something". The attacks cause dissatisfaction on the part of civilians towards their government for not protecting them, but it also creates a lot of "rally around the flag" sentiment since it is the "bad guys" who are the ones killing your family and friends. On balance it seems that history teaches that killing large numbers of civilians, while "satisfying", actually creates more resistance towards the group doing the killing than instability in the government or country they are trying to undermine.
