OC Assemblyman In Bed With Lobbyist . . . No, Literally In Bed

SACRAMENTO--Freshmen legislators arriving in Sacramento receive advice from veteran
 politicians about the intricacies of working in California's capital. One of those tips is to remember that microphones broadcasting legislative debates can also capture embarrassing, career-ending personal admissions if a politician isn't careful. Michael D. Duvall, Orange County's 72nd Assembly
District representative, must have forgotten the warning.

In July--two days after Assembly Speaker Karen Bass and Republican leader Sam Blakeslee put Duvall on the Rules Committee that oversees member ethics--the second-term, conservative, Republican assemblyman sat in a public hearing and vividly described lewd details about his trysts with a female lobbyist whose clients had business before another committee on which
 Duvall sits.


Duvall, speaking to a relatively mum Republican colleague seated to his left, apparently had no idea his dais microphone became live beginning about a minute before the start of a cable-televised committee hearing. He was captured in the middle of recounting portions of an affair.


"She wears little eye-patch underwear," said Duvall, who is married with two children. "So, the other day she came here with her underwear, Thursday. And
 so, we had made love Wednesday--a lot! And so she'll, she's all, 'I am going 
up and down the stairs, and you're dripping out of me!' So messy!"

Commerce committee--privately owned California utility giant Sempra Energy hired Barsuglia as one of its top lobbyists, according to Secretary of State
 records.
 Barsuglia, who has a law degree and once worked as a speechwriter for
 Governor Pete Wilson, had previously worked at the California Retailers 
Association (CRA). During 25 months of work at CRA, she reported that she incurred no reportable lobbying expenses. She joined Sempra after the 
departure of another lobbyist: David Hayes, who was named deputy director of the Interior Department by President Barack Obama.
 The San Diego-based utility conglomerate (created in 1998 by Southern California Edison and San Diego Gas & Electric) isn't shy about lobbying
 lawmakers for favorable treatment. This session, they gave Duvall $1,500 in campaign contributions. In May, the assemblyman officially adopted the company's negative view on Assembly Bill 64, which proposes increasing the percentage of electricity the utilities must procure from environmentally
 sensitive sources."

Usually when Schmitz is remembered these days, if he is remembered at all, it is for being the father of Mary Kay Letourneau, who became internationally famous as a dedicated teacher/statutory rapist. But Schmitz was a remarkable piece of work in his own right-- a barking-mad right-wing Republican politician

Schmitz also briefly grabbed a little of the national spotlight by talking about a coup, and today is the 25th anniversary of Schmitz's famous statement. On October 19, 1981,

California state senator John Schmitz tells a TV interviewer that if Reagan's policies fail, "the best we could probably hope for is a military coup or something like that." He explains that he is talking about "a good military coup, not a bad military coup."

Schmitz's political career came to end the following year. Not because of his political views, but because some hair was so tightly wrapped around the penis of a baby, that the little Orange County boy required medical attention. Doctors were convinced that the hair had been deliberately tied around the penis-- one doctor described it as "a square knot"-- and in the ensuing investigation, it emerged that Schmitz was the boy's father, even though the mother wasn't Mrs. Schmitz. And it was revealed that the boy with the hair-clamped penis wasn't the only extramarital Schmitz offspring.

Ms. Barsuglia graduated cum laude from California State University, Sacramento with a Bachelor of Arts degree combining a double major in Political Science and Persuasive Communications. She graduated with honors from University of Pacific, McGeorge School of Law with a Juris Doctor.

by the California Republican Assembly, the state's leading conservative outfit, and the Capitol Resource Institute (CRI), a fierce guardian of traditional family values.


"Assemblyman Duvall has been a consistent trooper for the conservative causes," CRI president Karen England announced in March. "For the last two years, he has voted time and time again to protect and preserve family values in California. We are grateful for his support of California
 families.'"

Acknowledging the CRI award, Duvall observed in a press release that as long as he is in office, he would work to protect "California families" from "constant assault in Sacramento."

By 2008, the stars were aligned, the repukes had been flagellating themselves while they were flagellating the rest of the world for most of a generation - AND WE WON.

Within a year, we were poised to give it back to the repukes. Damn, it used to take us a little longer. Oh well, I may join the 'lemmings' in looking for a cliff to step off. I don't have another generation to give before we can give it back again.

With the parent company of the OC Register in bankruptcy and the LAT morphing into a murdoch wannabe rag, OC Weekly is the only newspaper here behind the orange curtain.

is that it comes off as a couple of best buds guy-talking about experiences with hot-and-cold-running sex-providing lobbyists. Like it's all a routine part of the perks that make this the coolest job in the world.

I feel like that's being missed here -- this is more important as an indictment of the lobbyist biz than a story about yet another conservative values pol caught with his hypocritical pants down.

39. Why SDG&E might feel the need to put a lobbyist in bed with the guy overseeing their industry....
SDG&E is in big trouble for causing so many wildfires in Southern California due to allegedly poorly maintained lines etc.
They want the state to absolve utilities of strict liability in such cases. Their insurance premiums are going up because of all the property damage and deaths caused by the fires, and now SDG&E wants the state CPUC to okay having ratepayers foot that bill.

Also the timing of this is very bad timing for SDG&E, since tomorrow the CPUC will rule on whether to approve SDG&E's request to shut off power to up to 60,000 San Diego County residents whenever fire danger is high, in order to lessen its liability if its lines cause a fire. Of course they don't care that leaving people without power means reverse 911 calls, internet emergency alerts, TV and radio won't reach people just when they need critical evacuation info. Electric powered wells won't work either, or critical medical equipment.

Interesting that SDG&E wants to put people in the dark, while its lobbyist is reportedly operating in the dark having sexual hanky panky with a committee chair who oversees the utility industry!
