60,000 inmates sexually abused every year

(Washington) A federal commission on prison rape has concluded that the risk of being attacked depends greatly on the type of prisoner, and where the inmate is locked up.

More than 60,000 inmates are sexually abused every year, according to a report being made public Tuesday by the National Prison Rape Elimination Commission. The eight-member panel was formed under the 2003 Prison Rape Elimination Act.

Based on a 2007 survey of tens of thousands of incarcerated people, 4.5 percent of those surveyed reported being sexually abused in the previous 12 months - and more prisoners claimed abuse by staff than by other inmates.

1. And people act like like what happened
at Gitmo or Abu Ghraib is some sort of abberation when it's just the daily order of business at many US prisons.

It's human nature one one group is in charge of another, especially when the subordinate group is hostile to that authority.

41. It's not exactly a picnic at prisons in other countries, either
Edited on Tue Jun-23-09 11:27 PM by Psephos
I'd take a grey-bar vakay in the USA for five years before I took one year in, e.g., Russia, China, Turkey, any of the -stans, Thailand, Myanmar, Viet Nam, Saudi Arabia, Iran, Syria, any and all of the dozens of countries on the continent of Africa,...I'm just getting started here.

Rape happens in prison because we tolerate it. Many (including plenty of progressives) either joke about it or look the other way. As long as that's true no effort will be made to change things.

2. I worked at a Canadian prison and inmates could call the local police and report it as a crime.
Don't know how many did it though.

3. Snitching around here would
lead to a very quick death, even if the cops were called. Damn, they take long enough to respond with law-abiding citizens as it is.

4. People love Bubba, the Prison Rapist
Every time a crime is reported around here, there is a great deal of sentimental talk about ol' Bubba and the mighty satisfaction of knowing that any criminal from a cat molester to a multiple child murderer will soon be getting rammed in the rectum.

It's as American as apple pie. Sorta.

8. Rape Gender Neutral Law
A gender neutral law that defines rape as an unconsented sexual attack upon anyone regardless of gender is a possible solution to this problem. Prison authorities need to enforce such a law. But the key to finding a solution is to change society's view with regard to this problem.

Here in Minnesota we used to have two comedians whose daily radio show shtick was John Wayne Gacey and Jeffrey Dahmer jokes. To these clowns, male-on-male rape was the biggest joke anywhere. Their ''humor'' certainly wasn't funny. But it was popular for a very long time.

A few years ago on TV there was a news presentation that included the story of a man who was imprisoned for several months because of a mistaken identity. He did not have a criminal record and could not raise bail because of his low income. While in prison he was repeatedly gang raped and was infected with AIDS. Upon his release he inadvertently infected every one at home. It is very puzzling how people find this humorous.

10. How do you inadvertantly infect someone?
From what I understand, the risk of HIV transmission through casual contact is nil.

... did not specify how it was done. Perhaps he was not tested for symptoms and continued to have sex with his wife. As for his daughter, I do not know how it was possible but this is what was reported.

16. k&r. rape is a rape and it's a crime
A young man, brother of a friend of mine, was in prison and was raped. His mother told me, in an aghast voice "someone made him his wife!". I asked her if she meant he cooked, cleaned, took care of the kids. She looked at me puzzled and said "no, he MADE him his WIFE!"

Rape is rape and even on DU I see people making prison rape jokes. Of course those are some I alert on since rape is rape.

20. I do also, it was an odd family, imho
The family was odd in that they bailed him out of everything, "it's not his fault", so he never had to/got to grow up.

If he didn't get help, he's probably dead by now. One of those go along with whatever, alcoholics. Nice guy but no motivation to do anything. Was picked up with friends in a car the friends had stolen. He didn't know it was stolen, supposedly, but he'd been picked up with these friends as a "go along" type before.

I lost track of them yrs back so don't know but have thought of him over the yrs, wondering.

The "wife" part amused me in a sad sort of way.

It's not funny. A prison sentence is a punishment. Let them rot in jail, but making light of rape is beyond the pale.

21. Very bad. I'm an assistant DA and I never joke about this.
The sentence is what the lw requires and it does not include torture by other prisoners. In addition to common concerns about humanity and decency, this kind of thing is a real black eye for the criminal justice system.

A few years ago by some fundie/republican type that stated that there were no rapes in prison and that there never were. Sounds like some article I read years ago that argued that there never was a proven case of cannibalism, ever, in the whole world.

32. It definitely happens unlike the report that came out a few years
that said it was basically non-existent, but what are you going to do? Prison guards can't be every where plus some of these guys are doing life without parole. What are you going to do tack on another 20 years for rape? Some people get in there and are doing life and do nothing but attack other prisoners and guards and staff a like. What can you do with them?

Prison rapes will take a backseat in being addressed. Are the prison rapes included in the statistics that are reported, it's not clear.
