The HillHouse Intelligence Committee chairman Silvestre Reyes said he agrees with House Speaker Nancy Pelosi that members of Congress have been too limited in how they can respond to briefings about intelligence policies they oppose.
"The system we have now is a one-way discussion," Reyes (D-Texas) said in an interview with The Hill on Friday. "In the final analysis, they're going to do what they're going to do."
Reyes is working with Pelosi (D-Calif.) to draft new rules about briefings that would allow more members of intelligence committees to get briefings on sensitive matters, allowing more discussion among members who might object.
He mentioned the effort to change those rules in a letter he sent to CIA employees this week, which he feels was misinterpreted.

Reyes said the letter was intended to demonstrate Congress's support for CIA employees and let them know that political disputes in Washington shouldn't be seen as criticism of them.
"I wanted them, via this letter, to understand that we appreciate their work, whatever discussions are going on," Reyes said.
