Apart from match referee Chris Broad, two international umpires (there are four in each match) have criticized the security provided to them. One of the Pakistani umpire isn't speaking anything because he is in critical condition and in the hospital. Even players - Muthiah Muralitharan (who is like Hank Aaron / Peyton Manning of Cricket) criticized the security provided to them. Why has the Pak board not complained against them?
PCB is guilty of not living to it's promise. ICC wasn't too happy with the situation in Pak in December 2008 and arranged for a security review. Link:

Unless that happens, i don't see any team showing even 1% enthusiasm to come to play in Pakistan.
