Obama Stops Bush's Last-Minute Regulations

Seattle, WA -- White House Chief of Staff Rahm Emanuel Tuesday sent a memo to the heads of all executive departments and agencies, ordering a stop to all pending regulations until a legal and policy review can be conducted by the Obama administration.

A rule that would eliminate Endangered Species Act protections for wolves in the northern Rocky Mountains except for those in Wyoming was scheduled to be published on January 27. Now it will fall under review with the new administration.

Among others, the Bush administration recently finalized rules that significantly weaken the Endangered Species Act, allow for mining deposits to be dumped within 100 feet of flowing streams and exempts large-scale factory farms from notifying government officials when they release unsafe levels of toxic emissions into the community. Earthjustice, a public interest law firm, filed suit against all of these rules.

I had a college friend who was very conservative. After we graduated and went our separate ways, I visited him and noticed he had a bag of crushed cans on his porch and commended him for recycling. He said that he didn't, but he saved them for a friend who needed the extra money. I told him he was still recycling by proxy, and he was literally crestfallen at the realization that he was contributing to anything green.

Ive served in combat, part of a _unit_ that served with integrity overseas. I owe my life to those guys. We've gone in, come out, prevented and helped regular people. THOSE guys are real men. I assume I am too, but not everyone came home in one piece, and there is guilt regarding that, so please beleive me that this is not something I fluff my ego with. But nonethelss.

I gives me a lot of ammo in discussions with tough talk republican types. Especially those at prime age for service.

8. I knew some Christian conservatives who were avid ANTI-recyclers
they said that anything that could hasten the end times was good, so they strongly opposed doing anything that would benefit the environment.

Oh, and they have four young children. :crazy:

4. It is just so weird to have a president who actually cares about the country - just weird.
Okay, to be fair, Carter and Clinton cared about the country too, but I wasn't quite tuned in yet when Carter was in office and Clinton had some other, um, "priorities" to deal with. After eight years of abuse, this is simply weird. Good, but weird.

7. Anyone know if this counts for stuff * already signed and will go into effect
soon? Or is stuff that hasn't been signed yet? Specifically, I'm wondering about the lead and phthalate in products for kids under 12. While I support getting that crap out of kids' products, I disapprove of the way it will be enforced (going after resale shops and garage sales for selling USED products that haven't been tested).

13. They do have some kind of 30-day and 60-day rule fudge period.
I should have bookmarked the links, but it already takes five minutes (seems that way) to scroll through the ones I have. There is some period, I think 60 days, where such moves are subject to reversal with effort, and another period (30 days) where they can be undone more easily. Congress put it in place some time ago to prevent scorched-earth moves like Bush tried. The team Obama put together ahead of time to review such moves spent a lot of time looking at these 11th hour items, but the Bush team at least matched them in time trying to skirt the rules. I know that once a regulation is implemented, it is VERY difficult to undo.

My personal feeling is that since Bush felt all he had to do was decree it and it was legal, Obama should take the same approach to undoing Bush's evil work. Just sign an order reversing everything and get the changes in place while the GOP chases them through the courts.
