Mayor must wear tether, post $50K bond, not travel

DETROIT -- A Wayne County judge ordered Mayor Kwame Kilpatrick released from jail Friday -- but only on tough new bond provisions.

And Kilpatrick will remain behind bars at least until he can be arraigned on charges in his new legal challenge: felony charges announced Friday by Michigan Attorney General Mike Cox in a shoving incident involving a Wayne County sheriff's detective. Court officials and Kilpatrick's legal team were working out arrangements for arraignment on those charges later Friday.

Wayne County Circuit Judge Thomas Jackson ruled that Kilpatrick could go free after spending Thursday night in jail -- but only after posting a $50,000 cash bond. He also is barred from any travel outside the state, and must wear an electronic tether.

Before setting the mayor free, Jackson harshly criticized Kilpatrick for a pattern of behavior that defied a lower court. Kilpatrick's behavior seemed "designed almost to defy the court's orders," Jackson said during more than an hour of arguments on whether the mayor, facing escalating calls for his resignation, should be set free on bond after spending Thursday night in the Wayne County Jail.

2. "Tether" is a really odd word to use - I pictured him being led around on a leash
(Which was confusing, because I don't think he's a republican.)

5. Mayor posts $2,500 bond in assault case

DETROIT -- Mayor Kwame Kilpatrick was arraigned Friday afternoon on charges that he assaulted a Wayne County investigator, and allowed by a magistrate to go free on a $25,000 bond with the provision that he not come in contact with any of the witnesses in the case.

Magistrate Renee McDuffee set the mayor's bond about three hours after Michigan Attorney General Mike Cox announced charges in the alleged police assault. Cox issued a warrant for the arrest of Kilpatrick, charging him with two felony counts of assaulting or obstructing a police officer in a furtherance of duty.

Cox announced the felonies at 10:45 a.m. in Detroit, stemming from a bizarre incident between the mayor and investigators, including one Wayne County sheriff deputy, more than two weeks ago. The charges are punishable by two years in prison and $2,000 fines.

"These officers were victims of an assault themselves, but really our criminal justice system is no less a victim," Cox said.
