1. It's been 20 years since the last tests of their nuclear forces
they are surrounded by NATO friendly states from former Warsaw Pact bloc as well as USSR, and the relationship between Putin and Bush* has chilled. Talk about WMD, how about those nuclear submarines?

Russia's nuclear forces are preparing for their biggest exercise for more than 20 years, a newspaper reported yesterday.

The business daily, Kommersant, said the manoeuvres next month would involve test-firing of ballistic missiles and take almost the entire fleet of Russia's strategic bombers into the air in one day in a simulation of a nuclear conflict.

MOSCOW, Jan. 27 -- Secretary of State Colin L. Powell said Tuesday that the United States might establish military bases in parts of the former Soviet empire, but he sought to reassure Russians that increased U.S. influence in the region does not pose a threat to them.

Russian officials, led by Defense Minister Sergei Ivanov, have complained about U.S. plans to shift part of its European-based military forces east and south. The United States already has some troops based in Central Asia, and others are training soldiers in Georgia.
