Bush unveils $3 trillion spending plan

WASHINGTON - President Bush is sending Congress a $3 trillion spending blueprint that would provide a big boost to defense and protect his signature tax cuts.

It seeks sizable savings in government health care programs and puts the squeeze on much of the rest of government, but it would still generate near-record budget deficits over the next two years.

Democrats attacked Bush's final spending plan as a continuation of what they contend are seven years of failed policies by the Bush administration.

"Today's budget bears all the hallmarks of the Bush legacy — it leads to more deficits, more debt, more tax cuts, more cutbacks in critical services," said House Budget Committee Chairman John Spratt, D-S.C.

WASHINGTON (Reuters) - President George W. Bush will acknowledge on Monday that a slowing U.S. economy will lead to a higher budget deficit this year and next, as he unveils a $3 trillion fiscal 2009 spending plan that would boost military funding but nearly freeze many domestic programs.

Bush will project budget deficits of about $400 billion for both fiscal 2008 that ends September 30 and fiscal 2009, according to a U.S. official who spoke on condition of anonymity. The budget situation will be inherited by the next president, who succeeds Bush in January 2009.

A deficit near $400 billion would be more than twice the $163 billion shortfall recorded in 2007.

It would also approach the $413 billion budget gap of 2004, which was a record in dollar terms, although the Bush administration emphasizes the deficits in the next few years would likely be around 2.8 percent of gross domestic product -- not far from the historical average.

_DEFENSE: The Pentagon would get a $35 billion increase to $515 billion for core programs, about 7 percent, with war costs additional. Another $21 billion would go to the Energy Department for nuclear weapons programs. A $70 billion "bridge fund" for the wars in Iraq and Afghanistan would give the next president time to consider options, with tens of billions of dollars more needed regardless of any strategy shift.

_DOMESTIC APPROPRIATIONS: These would be essentially frozen at current levels, with most services being cut after inflation and population growth are factored in.

_HOMELAND SECURITY: Overall, the budget for homeland security programs will increase by almost 11 percent, with a 19 percent increase for border security and immigration enforcement efforts, including new money to secure the border with Mexico.

_MEDICARE AND MEDICAID: The programs will see almost $200 billion in cuts over the next five years, about three times the savings proposed last year but rejected by Congress. Much of the savings would come from freezing reimbursement rates for most health care providers for three years and from cutting payments to hospitals serving large numbers of the uninsured poor.

_HEALTH: Health and Human Services Department funding would be cut by $2 billion, amounting to a 3 percent reduction. Funding for the National Institutes of Health would be frozen. The Food and Drug Administration would receive a 6 percent boost to $2.4 billion to ramp up food and drug safety efforts.

_EDUCATION: Education programs would be frozen at $60 billion, with no increase to keep pace with inflation. Bush is pushing to restore $600 million lawmakers cut from Reading First, which serves low-income children. Title I grants, the main source of federal funding for poor students, would rise about 3 percent. Special education would receive $11.3 billion, a $330 million increase.

Hillary-Obama gave me headache. In debate yesterday.

Question: How would you counter the Republican claim you are a Tax & Spend Liberal?

I died. I have sent counter info to all you can imagine in Washington.
Kerry sat Mute when Bush hit him on it. I had sent info to Kerry-Edwards-DNC

My response--LOUD-- YES! I AM A TAX & SPEND LIBERAL. I AM VERY PROUD OF OUR RECORD OF PAYING OUR WAY. WE ARE NOT LIKE THOSE SPEND AND BORROW CONSERVATIVES WHO LEAVE BILLS FOR KIDS TO PAY

Then a few numbers--after 200 years we had less than 1000B in Debt.
Conservatives Reagan + Bush I added 3,000 B in 12 years. Now Conservative Bush is adding 5000B (could be less)in eight years. 10,0000 B of Debt and in 20 years under Conservatives we added on 8000 Billion.

(1000)---3000+5000=8,000 not too difficult to recall.

People can recall simple numbers (200 to get 1000 then 20 adds on 8000) some conservatism?

I go nuts watching Democrats make fools of selves.

Do not they have training programs? Let me hold a few.

Have they never studied Bill Clinton's three speeches at Georgetown in 1991?

obscene . . . absolutely, positively obscene . . . we already spend more on "defense" than all of the other countries in the world COMBINED . . . if anything, he should be asking for a 7% (or more) reduction, not more money to piss away for which we get absolutely nothing in return . . . hell, the increase alone could fund a universal single-payer healthcare system in its enitirety . . .

it's way past time for the Democrats to step up and put an end to this fiscal atrocity . . . we could easily cut 10-15% from the "defense" budget -- and we'd still be overspending by at least 50% . . . imagine all the good that money could do -- healthcare, rebuilding New Orleans, ending poverty, etc. -- if only Congres had billiard balls instead of whiffle balls . . .

it will be interesting to see what Clinton and Obama have to say about this budget . . . if they want to be president, now would be a good time to demonstrate their intelligence, their compassion, and their common sense . . . I'm not holding my breath, though . . .

8. So this is what we have become...
A war monger nation where making more bombs to drop on innocent people is more important than helping those in need. A nation which allows large energy corporations hold the public hostage to its pricing whims as they rake in obcene profits every quarter. People in need are attacked and ridiculed...roads and bridges go in disrepair and levees are allowed to crumble. An immoral for profit health care system is propped up by the government...republicans and democrats alike.

After 30 years of republican rule and propaganda we have drifted so far down the road to fascism and sheer immorality I doubt it will ever be reversed. Until the struggling masses stand up and refuse to play this sick game of immoral capitalism that has been forced down our throats the drift will continue. I shudder to think of the world our children will grow old in. Republicans have destroyed this nation.

And Congress will probably roll over again...and give us all less for our taxes than ever.

Did I authorize more money for "Defense"? Did I authorize cutting social programs? What about our infrastructure?

I'm rapidly reaching the point of being a tax protester. If I weren't getting the rebate, I'd start this year.
