The government will provide about 25 million yen ($234,863) each to babies born with serious cerebral palsy as a result of medical accidents during delivery.
Payments under the new insurance system, to be introduced in fiscal 2008, will consist of a lump-sum payment right after the accident and installments until the child turns 20.
The payments will be provided even if a doctor is not responsible for the accident.
The Japan Council for Quality Health Care, an organization under the control of the Ministry of Health, Labor and Welfare, compiled details of the relief package Wednesday. The council has been working on the measures at the request of the ministry.
The system is partly designed to reduce the number of court disputes stemming from medical accidents during delivery, which is believed to be a factor behind the chronic shortage of obstetricians in Japan.
