President George W. Bush on Wednesday announced a "comprehensive strategy" designed to speed the return of Iraq to self-rule by setting timetables and benchmarks for progress.
Mr Bush, buoyed by the deaths on Tuesday of Saddam Hussein's two sons in a US raid on a house in the northern town of Mosul, appealed to the world to contribute money and troops to fulfil "the vision of a free and secure Iraq". But he indicated that the existing UN Security Council resolution recognising the US and UK as occupying powers was sufficient for that.
Making his announcement in the White House Rose Garden, Mr Bush was flanked by Paul Bremer, head of the US-led Coalition Provisional Authority in Iraq, Donald Rumsfeld, the defence secretary, and Gen Richard Myers, chairman of the joint chiefs of staff.
Mr Bush declared a free Iraq would pose a threat neither because of "illegal weapons" nor as a training ground for terrorists. He welcomed the deaths of Uday and Qusay Hussein, saying "Now, more than ever, all Iraqis can know the former regime is gone and will not be coming back."

Seems like the chimp can only remember the same ole story on weapons and turrrsts. But oh, how he nicely alternates between "weapons of mass destruction", "weapons of mass murder" and "illegal weapons".
