WASHINGTON - Karen Hughes, who led efforts to improve the U.S. image abroad and was one of President Bush's last remaining advisers from the close circle of Texas aides, will leave the government at the end of the year, she told The Associated Press.

Hughes said she plans to quit her job as undersecretary of state and return to Texas, although improving the world's view of the United States is a "long-term challenge" that will outlast her.

"This will take a number of years," Hughes said in an interview to announce her departure. She was informing her staff of her decision Wednesday morning and Secretary of State Condoleezza Rice was announcing

Bush had picked Hughes two years ago to retool the way the United States sells its policies, ideals and views overseas. A former television reporter and media adviser, Hughes' focus has been to change the way the United States engages and responds to criticism or misinformation in the Muslim world.

Announcements like this always make me wonder about the backstory. Did she say something to a 'friendly' sheik so outrageous that he threatened to switch sides and join al Qaeda? Did she commit some boorish breach of local etiquette? An announcement so sudden - replete with the de rigueur 'goin' back to Texas' statement - is never complete until all the stories emerge following the actual departure.

This is Hughes' second departure. She was among Bush's closest confidantes during his first term before leaving the White House in 2002. She never fully left Bush's employ, serving as an offsite strategist and adviser until she returned to Washington to take the State Department job in 2005.

Hughes had been splitting her time between Texas and Washington.

She worked with Bush since the 1990s, first as director of communications while he was governor of Texas, from 1995 to 2000.

WASHINGTON (AFP) - Karen Hughes, the US State Department's top image maker and a longtime confidante of US President George W. Bush, is quitting her post after barely two years and with little visible success in polishing the US image.

Hughes' resignation, effective mid-December, was announced by Secretary of State Condoleezza Rice, who said her 50-year-old under secretary for public diplomacy was returning to Texas.

Her departure follows that of top Bush political strategist Karl Rove and senior adviser Dan Bartlett -- the troika widely credited with the former Texas governor's rise to the White House.

"I announce on behalf of the department and on behalf of the president that Karen Hughes is, by the end of the year, sometime in mid-December, going to step down from her role as under secretary and return to Texas," Rice told a press conference.
