ITT Corp. <ITT.N> has agreed to plead guilty and pay a penalty of up to $100 million for illegally exporting night-vision goggle component parts to China, Singapore and Britain in 2001, the U.S. Justice Department said on Tuesday.

It said ITT had agreed to plead guilty to one count of making the exports without first obtaining a license or written authorization from the State Department.

The company also will plead guilty to one count of leaving out material facts from required reports on arms exports between 2000 and 2004, making the reports misleading, the department said.

The Justice Department said ITT would pay a $2 million criminal fine, forfeit $28 million as the proceeds of its illegal actions, and pay a $20 million penalty to the State Department.

SAN FRANCISCO (MarketWatch) -- Defense contractor ITT Corp. (ITT 60.82, -0.37, -0.6% ) agreed to plead guilty to sending classified military data overseas and will pay a $100 million penalty, the Department of Justice said on Tuesday. ITT, which makes military night vision equipment for the U.S. Armed Forces, plans to plead guilty to one count each of export of defense articles without a license, and omission of statements of material facts in arms exports reports, the government said. According to information to be filed in U.S. District Court in Roanoke, ITT exported defense-related technical data to the People's Republic of China, Singapore, and the United Kingdom between March 2001 and August 2001, without first obtaining a license or written authorization from the State Department, the DOJ said.

Chesapeake, Virginia, company admits filing phony invoices to Navy

By TIM MCGLONE, The Virginian-Pilot
March 27, 2007 | Last updated 11:55 PM Mar. 26

NORFOLK - A Chesapeake defense contractor admitted in federal court Monday that his company bilked the Navy out of more than $600,000 by filing phony invoices.

Kennis Sigmon, president of The Sigmon Group, pleaded guilty on behalf of the company to two felony counts of filing false claims.

The company admitted submitting 33 phony invoices from 2001 to 2003 for contract work on Navy aircraft carriers the Carl Vinson and the Dwight D. Eisenhower.

The company was paid $642,000 for labor, materials and travel costs it never incurred, according to a statement of facts submitted by Assistant U.S. Attorney Alan M. Salsbury and signed by Sigmon.

The Sigmon Group in 2001 obtained more than $5.7 million in federal contracts, mostly for Defense Department work. Two of the contracts involved in this case were for the installation of damage-control systems on the two carriers.
