OTTAWA - "The federal government has temporarily frozen all capital projects in an effort to find money to give the provinces for health care, Prime Minister Paul Martin said on Tuesday.
"Our number one priority is health care," Martin said following a cabinet meeting. "The objective is to be sure we can transfer the $2 billion to the provinces."
Former finance minister John Manley promised that the priority for any surplus at the end of the current fiscal year would be to transfer $2 billion to the provinces for health care."(link)

"the Sea King helicopters will not be affected by the freeze."
"As soon as the helicopter project is ready to go, it will be exempted from this," he said. "The helicopters are seen as a very important capital project." Obviously, the guy is a plant from the Bush Administration.
