Rejecting one of the most disturbing claims about the Sept. 11 terrorist strikes, the Senate Intelligence Committee has concluded as untrue a congressman's contention that a team of military analysts identified Mohamed Atta or other hijackers before the attacks, according to a summary of the panel's investigation obtained by The Times.

The findings repudiate assertions by Rep. Curt Weldon (R-Pa.) and a few military officers that U.S. national security officials ignored startling intelligence in early 2001 that might have helped to prevent the attacks.

In particular, Weldon and other officials have repeatedly claimed that the team of military analysts, known as Able Danger, produced a chart that included a picture of Atta and identified him as being tied to an Al Qaeda cell in Brooklyn, N.Y. Weldon has also said that the chart was shared with White House officials, including Stephen J. Hadley, then deputy national security advisor.

But after a 16-month investigation, the Intelligence Committee has concluded that those assertions are unfounded.

"Able Danger did not identify Mohammed Atta or any other 9/11 hijacker at any time prior to Sept. 11, 2001," the committee determined, according to an eight-page letter sent last week to panel members by the top Republican and Democrat on the committee.

5. I looked at Able Danger far too much at one point
I really did want to take it seriously at first, but it never added up. They couldn't get their stories straight. None of the people involved could agree on when the supposed chart was created or when and why the documentation was destroyed. Weldon claims he gave his only copy of the chart to Hadley in October 2001 and never saw it again -- but in May 2002, he was displaying the chart in the course of a speech to Congress which was meant to blame Clinton for 911 and exonerate Bush (but and which never mentioned Mohammed Atta or any or the later more sentational claims.)

The most generous interpretation I can make is that there really was a data mining project in 2000 that traced out connections involving various al Qaeda cells in the US and that might have suggested something was up if it had been looked at more closely. But it didn't identify any of the hijackers or even come close to them, and it certainly wasn't suppressed because of some legal niceties (the famous yellow stickies.)

Just Crazy Curt Weldon being crazy, as usual.

Weldon just desperate to blame 9/11 on Clinton. She should put the blame for 9/11 on the theft of the 2000 election.

9. That's what I think.
Roberts knows Jay is going to release the ramaining 3 chapters of Phase II. I figure Roberts leaked this, which is almost certainly to be part of those reports. It is certain, however, that he would not release anything that would be critical of the administration. We'll soon see what else Phase II contains.

operatives. The bit about stickies may have been a Weldon imbellishment meant to shore up his attempt to pin 9/11 on the Clinton Administration. However, AD was real, and the US military intelligence was up to its neck in counter-terrorism operations inside the US conducted without proper FISA warrants. The CIA did know what the principal hijackers intentions, having bugged them when they met in Kuala Lumpur during early January 2000 to plan the attacks. The attack cells were all monitored. For some reason we still don't yet know precisely, during the summer of 2001, operational control was lost, and the attack succeeded. So, what was the source of the warnings that set fire to the heads of George Tenet and Richard Clarke in mid-summer, 2001? Again, this has all been on the record for a long time, but Judy would tell the general public more if she had added some background. Same holds true for Rory O'Connor and William Scott Malone's story, "The 9/11 Story That Got Away" (Alternet, May 18, 2006: http://www.alternet.org/story/36388. Put Judy's account together with the Alternet critique, and it still only gets you half-way there, because the following was left out: the UBL cells were only part of a much larger network of that U.S. intelligence had mapped out inside the US and around the world.

Quite simply put, the CIA, NSA and DIA were jointly conducting illegal, warrantless domestic surveillance before 9/11, and their main target were Saudi and Pakistani moneymen and intelligence officers operating inside the U.S. This network was of interest to counter-intelligence, counter-proliferation, and counter-terrorism units, with the latter being decided junior in the community pecking order.

It didn't help anyone that the Bush Administration had essentially a hold on legacy operations, and didn't want to do a thing until the scheduled September 12 Principals meeting, at which Condi's team was supposed to roll-out its own brand spanking new, all Bush-Cheney CT program.

Bear in mind that al-Qaeda made it very easy to track their primary operatives who planned and carried out the 9/11 and Cole attacks. Most of them met together in early January in Kuala Lumpur, and that planning summit was videotaped by the CIA and a half dozen allied intelligence agencies.

Both operations were planned in January 2000 in Kuala Lumpur by a group that included the Flt. 77 hijackers and Atta's roommate. Keep in mind two important things about that: The CIA learned about the meeting when the NSA intercepted calls mentioning Nawaf Al-Hazmi and Khalid al-Midahar as they travelled to Kuala Lumpur -- that pair would go on to hijack Flt. 77 that crashed into the Pentagon. 2) Al-Hazmi and Al-Midhar entered the US at LAX on 1/15/00 - the CIA noted that entry, and the FBI liason at CTC was ordered to withhold a cable to the FBI national security office in NY commanded by John O'Neill.

Despite the fact that CIA knew the pair were in the US, the Agency never requested FISA warrants to intercept their calls. Al-Midhar left that summer and went on to play an active role in the Cole operation,returning to the US in March 2001. His partner, al-Hazmi, remained in the US, and the pair met up with the other main hijackers on several occasions, and received money from sources including the Saudi embassy and a Indonesian businessman who also gave $40,000 to Zakarias Moussaoui.

Zakarias had stayed at the same house in Kuala Lumpur owned by the businessman where the al-Qaeda planning summit had occurred in January 2000, a meeting the CIA had monitored along with "a half dozen allied agencies".

How did U.S. intelligence originally learn about the so-called Brooklyn Cell we have been told was detected by the SOCOM Able Danger program? Since 1995, NSA and British intelligence had been tracking the al-Hazmi family, which operated an al-Qaeda communications center in Yemen.

That brings us to Able Danger. Contrary to public impression, AD was not just a data-mining operation. The project had access to classified DoD files, which would have included the NSA intercepts of al-Hazmi and al-Midhar. It is also erroneously stated that AD was shut down in mid-2001 because of legal concerns about FISA warrant requirements. The strange thing is, the pair were primarily involved in attack operations on U.S. military targets -- the USS Cole, and the Pentagon. Under the so-called force protection exception, NSA and DIA can and do conduct warrantless surveillance, even on US persons inside the United States, suspected of b eing involved in planning attacks on US military facilities and personnel. Therefore, it would have been perfectly legal for Able Danger and other NSA/DIA surveillance to monitor that al-Qaeda cell inside the U.S., and those intercepts should have been in the domestic NSA files available to Able Danger.

Despite the fact that the intended attacks on U.S. military targets would be well-understood, for some reason that still hasn't been explained, President George W. Bush refused to have the pair and their al-Qaeda cellmates inside the US -- known to Able Danger as the "Brooklyn Cell" -- arrested during the summer of 2001. Keep that in mind, as well when you read the following extract from the Alternet Critique of Judy's article about the 9/11 story the NYT missed.

On Oct. 12, 2000, the guided missile destroyer USS Cole pulled into harbor for refueling in Aden, Yemen. Less than two hours later, suicide bombers Ibrahim al-Thawr and Abdullah al-Misawa approached the ship's port side in a small inflatable craft laden with explosives and blew a 40-by-40-foot gash in it, killing 17 sailors and injuring 39 others. The attack on the Cole, organized and carried out by Osama bin Laden's Al Qaida terrorist group, was a seminal but still murky and largely misunderstood event in America's ongoing "Long War."

Two weeks prior, military analysts associated with an experimental intelligence program known as ABLE DANGER had warned top officials of the existence of an active Al Qaida cell in Aden, Yemen. And two days before the attack, they had conveyed "actionable intelligence" of possible terrorist activity in and around the port of Aden to Gen. Pete Schoomaker, then commander in chief of the U.S. Special Operation Command (SOCOM).

The same information was also conveyed to a top intelligence officer at the U.S. Central Command (CENTCOM), headed by the newly appointed Gen. Tommy Franks. As CENTCOM commander, Franks oversaw all U.S. armed forces operations in a 25-country region that included Yemen, as well as the Fifth Fleet, to which the Cole was tasked. It remains unclear what action, if any, top officials at SOCOM and CENTCOM took in response to the ABLE DANGER warnings about planned Al Qaida activities in Aden harbor.

None of the officials involved has ever spoken about the pre-attack warnings, and a post-attack forensic analysis of the episode remains highly classified and off-limits within the bowels of the Pentagon. Subsequent investigations exonerated the Cole's commander, Kirk Lippold, but Lippold's career has been ruined nonetheless. He remains in legal and professional limbo, with a recommended promotion and new command held up for the past four years by political concerns and maneuvering.

Meanwhile, no disciplinary action was ever taken against any SOCOM or CENTCOM officials. Schoomaker was later promoted out of retirement to chief of staff, U.S. Army, and Franks went on to lead the combat operations in Afghanistan and Iraq.

Able Danger (search) is the code name for a military-intelligence unit that apparently learned a year before the Sept. 11, 2001, terror attacks that lead hijacker Mohamed Atta (search) and other terrorists were already in the United States.

One of the central Able Danger claims — that military lawyers blocked the sharing of the Atta information from the FBI in the late summer and early fall of 2000 — will be a focus of the committee's if a hearing takes place, FOX News has confirmed.

Some analysts involved with Able Danger have recently gone public with their findings, saying they were discouraged from looking further into Atta, and their attempts to share their information with the FBI were thwarted, because Atta was a legal foreign visitor at the time.

"This story needs to be told. The American people need to be told what could have been done to prevent 3,000 people from losing their lives," said Rep. Curt Weldon (search), R-Pa.

Weldon drew attention to Able Danger by speaking about it on the House floor and publicly calling for the Sept. 11 commission to explain why the intelligence information wasn't detailed in its final report.

Some Able Danger analysts, including Army Reserve Lt. Col. Anthony Shaffer (search) and Navy Capt. Scott Phillpott (search), claim that in October 2003, they told commission staffers of the presence of Al Qaeda operatives in the United States in 2000.

I don’t know the answer to that question because I know my side of the story, I know that when a 2 star general got in my face and said, “I’m a 2 star general and you are not. You are to stop your support of Able Danger.” That’s what I know personally. But the question has to be: Who told him to do that? ...

WASHINGTON (Reuters) - Three more people associated with a secret U.S. military intelligence team have asserted that the program identified September 11 ringleader Mohammed Atta as an Al Qaeda suspect inside the United States more than a year before the 2001 attacks, the Pentagon said on Thursday.

The Pentagon said a three-week review had turned up no documents to back up the assertion, but did not rule out that such documents relating to the classified operation had been destroyed.

Navy Capt. Scott Phillpott and Army Lt. Col. Anthony Shaffer last month came forward with statements that a secret intelligence program code-named "Able Danger" had identified Atta, the lead hijacker in the attacks that killed 3,000 people, in early 2000. Pennsylvania Republican Rep. Curt Weldon (news, bio, voting record), vice chairman of the House of Representatives Armed Services Committee, also went public with the allegations.

Pat Downs, a senior policy analyst in the office of the undersecretary of defense for intelligence, told reporters that as part of the review, the Pentagon interviewed 80 people.

Downs said that three more people, as well as Phillpott and Shaffer, recalled the existence of an intelligence chart identifying Atta by name. Four of the five recalled a photo of Atta accompanying the chart, Downs said.

Pentagon officials declined to identify the three by name, but said they were an analyst with the military's Special Operations Command, an analyst with the Land Information Warfare Assessment Center and a contractor who supported the center.

Downs said all five were considered "credible people."

But officials said an exhaustive search of tens of thousands of documents and electronic files related to Able Danger failed to find the chart or other documents corroborating the identification of Atta. Phillpott has said Atta was identified by Able Danger by January or February of 2000.

"We have not discovered that chart," Downs said.

26. Senators Nix 9/11 Allegations
A lengthy Senate investigation has debunked charges by a Republican congressman that military analysts identified Mohamed Atta and other Sept. 11 hijackers before the attacks, according to a committee aide familiar with the report.

In a letter to members of the Senate Intelligence Committee, Sens. Pat Roberts and John D. Rockefeller dismissed suggestions by Rep. Curt Weldon (news, bio, voting record), R-Pa., that defense analysts ignored analysis that could have prevented the attacks. Roberts, R-Kan., is outgoing chairman and Rockefeller, of West Virginia, is the senior Democrat who will assume the chairmanship next month.

They concluded "there was no evidence Mohamed Atta or any hijackers were identified prior to 9/11," said the committee aide, who spoke on condition of anonymity because the aide was not authorized to speak publicly on the subject.

An internal Pentagon assessment already had dismissed Weldon's charges as unfounded. But the letter from Roberts and Rockefeller is the first rejection from Capitol Hill. The letter was obtained and first reported Tuesday by the Los Angeles Times.

27. Don't expect them to give Able Danger or any of the other
intelligence out there that have reported on the patsys comings and goings in the 20 or so months before 9-11.

Maybe our great great great great great grandkids might get some answers.

The Hamburg Pilots Arrive in the United States
In the early summer of 2000, the Hamburg group arrived in the United States to begin flight training. Marwan al Shehhi came on May 29, arriving in Newark on a flight from Brussels. He went to New York City and waited there for Mohamed Atta to join him. On June 2, Atta traveled to the Czech Republic by bus from Germany and then flew from Prague to Newark the next day. According to Ramzi Binalshibh, Atta did not meet with anyone in Prague; he simply believed it would contribute to operational security to fly out of Prague rather than Hamburg, the departure point for much of his previous international travel.45

Atta and Shehhi had not settled on where they would obtain their flight training. In contrast, Ziad Jarrah had already arranged to attend the Florida Flight Training Center (FFTC) in Venice, Florida. Jarrah arrived in Newark on June 27 and then flew to Venice. He immediately began the private pilot program at FFTC, intending to get a multi-engine license. Jarrah moved in with some of the flight instructors affiliated with his school and bought a car.46

While Jarrah quickly settled into training in Florida, Atta and Shehhi kept searching for a flight school. After visiting the Airman Flight School in Norman, Oklahoma (where Zacarias Moussaoui would enroll several months later and where another al Qaeda operative, Ihab Ali, had taken lessons in the mid1990s), Atta started flight instruction at Huffman Aviation in Venice, Florida, and both Atta and Shehhi subsequently enrolled in the Accelerated Pilot Program at that school. By the end of July, both of them took solo flights, and by mid-August they passed the private pilot airman test. They trained through the summer at Huffman, while Jarrah continued his training at FFTC.47

The Hamburg operatives paid for their flight training primarily with funds wired from Dubai by KSM's nephew, Ali Abdul Aziz Ali. Between June 29 and September 17, 2000,Ali sent Shehhi and Atta a total of $114,500 in five transfers ranging from $5,000 to $70,000.Ali relied on the unremarkable nature of his transactions, which were essentially invisible amid the billions of dollars flowing daily across the globe.48 Ali was not required to provide identification in sending this money and the aliases he used were not questioned.49

In mid-September, Atta and Shehhi applied to change their immigration status from tourist to student, stating their intention to study at Huffman until September 1, 2001. In late September, they decided to enroll at Jones Aviation in Sarasota, Florida, about 20 miles north of Venice. According to the instructor at Jones, the two were aggressive, rude, and sometimes even fought with him to take over the controls during their training flights. In early October, they took the Stage I exam for instruments rating at Jones Aviation and failed. Very upset, they said they were in a hurry because jobs awaited them at home. Atta and Shehhi then returned to Huffman.50

In the meantime, Jarrah obtained a single-engine private pilot certificate in early August. Having reached that milestone, he departed on the first of five foreign trips he would take after first entering the United States. In October, he flew back to Germany to visit his girlfriend, Aysel Senguen. The two traveled to Paris before Jarrah returned to Florida on October 29. His relationship with her remained close throughout his time in the United States. In addition to his trips, Jarrah made hundreds of phone calls to her and communicated frequently by email.51

Jarrah was supposed to be joined at FFTC by Ramzi Binalshibh, who even sent the school a deposit. But Binalshibh could not obtain a U.S. visa. His first applications in May and June 2000 were denied because he lacked established ties in Germany ensuring his return from a trip to the United States. In September, he went home to Yemen to apply for a visa from there, but was denied on grounds that he also lacked sufficient ties to Yemen. In October, he tried one last time, in Berlin, applying for a student visa to attend "aviation language school," but the prior denials were noted and this application was denied as well, as incomplete.52

Unable to participate directly in the operation, Binalshibh instead took on the role of coordinating between KSM and the operatives in the United States. Apart from sending a total of about $10,000 in wire transfers to Atta and Shehhi during the summer of 2000, one of Binalshibh's first tasks in his new role as plot coordinator was to assist another possible pilot, Zacarias Moussaoui.53

In the fall of 2000, KSM had sent Moussaoui to Malaysia for flight training, but Moussaoui did not find a school he liked. He worked instead on other terrorist schemes, such as buying four tons of ammonium nitrate for bombs to be planted on cargo planes flying to the United States. When KSM found out, he recalled Moussaoui back to Pakistan and directed him to go to the United States for flight training. In early October, Moussaoui went to London. When Binalshibh visited London in December, he stayed at the same 16-room dormitory where Moussaoui was still residing. From London, Moussaoui sent inquiries to the Airman Flight School in Norman, Oklahoma.54

Confronting training or travel problems with Hazmi, Mihdhar, Binalshibh, and Moussaoui, al Qaeda was looking for another possible pilot candidate. A new recruit with just the right background conveniently presented himself in Afghanistan.

Prosecution trial exhibits from the trial of Zacarias MoussaouiAccording to the FBI, on November 1, 1998, Atta moved into an apartment in Germany with the alleged terrorists Said Bahaji and Ramzi Binalshibh. The Hamburg cell was born at this apartment. <5> They met three or four times a week to discuss their anti-American feelings and to plot possible attacks. Many al-Qaeda members lived in this apartment at various times, including hijacker Marwan al-Shehhi, Zakariya Essabar, hijacker Waleed al-Shehri, and others. In all, 29 men listed the apartment as their home address while Atta's name was on the lease. The 9/11 mastermind Khalid Sheikh Mohammed visited the apartment repeatedly.

In late 1999, Atta, al-Shehhi, Jarrah, Bahaji, and Binalshibh decided to travel to Chechnya to fight against the Russians, but were convinced by Khalid al-Masri and Mohamedou Ould Slahi at the last minute to change their plans. They instead traveled to Afghanistan to meet with Osama bin Laden and train for terrorist attacks. The information above is related to intense surveillance of the Marienstrasse apartment and telephone surveillance by the CIA and the German Verfassungsschutz.

On November 29, 1999, Mohamed Atta boarded Turkish Airlines Flight TK1662 from Hamburg to Istanbul, where he changed to flight TK1056 to Karachi, Pakistan.<6> Atta took at least a couple of days to reach his final destination, an al-Qaeda training camp in Tarnak Farms, near Kandahar, Afghanistan.

German investigators said that they had evidence that Mohamed Atta trained at al-Qaeda camps in Afghanistan from late 1999 to early 2000. The timing of the Afghanistan training was outlined on August 23, 2002 by a senior investigator. The investigator, Klaus Ulrich Kersten, director of Germany's federal anticrime agency, the Bundeskriminalamt, provided the first official confirmation that Atta and two other pilots had been in Afghanistan and the first dates of the training. Kersten said in an interview at the agency's headquarters in Wiesbaden, Germany, that Atta was in Afghanistan from late 1999 until early 2000. This has recently (as of October 2006) been confirmed by the finding of a videotape showing Atta in Afghanistan reading his will on January 18, 2000.<7>

On his return journey, Atta left Karachi on February 24, 2000 by flight TK1057 to Istanbul where he changed to flight TK1661 to Hamburg.<8>

In addition, Atta was trained in passport alteration. Immediately after returning to Germany, Atta, al-Shehhi, and Jarrah reported their passports stolen, possibly to erase travel visas to Afghanistan.

During a visit to the Philippines, they stayed at a popular resort hotel, dined at a restaurant that specializes in Middle Eastern cuisine and visited at least one of the local flight schools.<9>

Atta and the other hijackers began to work on appearing more mainstream, shaving their beards and avoiding known radicals. Starting in 2000, the CIA placed Atta under surveillance in Germany. He was trailed by CIA agents, and was observed buying large quantities of chemicals. <10><11><12>

In late spring 2000, before coming to the United States, Atta first went to Prague, Czech Republic via plane but was turned away because he did not have a valid visa. He went back to Germany on the first flight, obtained a visa in Bonn and then returned to Prague by bus. He stayed just one night in Prague that time, and left for the United States the next day.

Once he entered the United States on June 3, 2000, through Newark, New Jersey, the CIA says its surveillance of Atta ended. It is unclear whether the FBI or some other intelligence agency monitored Atta's activities in the United States

American intelligence knew all about Mohamed Atta. He was recorded and surveilled. For Sens. Roberts and Rockefeller to say there "was no evidence Mohamed Atta or any hijackers were identified prior to 9/11" is an outright lie and I, for one, am deeply insulted they would assert this.

I expect this kind of bullshit from Sen. Pat "What Second Phase of the 9/11 Commission's Report?" Roberts. If this is the best we can expect from Sen. Rockefeller, then it'll be two more years of obstruction and denial...:grr:
