ANCHESTER, N.H., Dec. 7 — Gen. Wesley K. Clark, trying to supplement his credentials in military and foreign policy, laid out a set of domestic policy goals for his presidency on Sunday that, if met, would increase household income, college enrollment and the number of Americans with health insurance.

As part of what he calls his turnaround plan for America, General Clark, who is seeking the Democratic presidential nomination, said that in his first term as president he would raise the pretax income of the typical family by $3,000, make college accessible to one million students who otherwise could not afford it, lift two million children out of poverty, extend health coverage to 30 million uninsured Americans and put in place environmental measures that he said would save 100,000 lives by 2020.
The goals are part of the campaign's effort to portray General Clark's military career as having prepared him to lead the country and are an effort to compensate for his lack of an easily identifiable record on domestic policy. He is scheduled to make a speech on Monday in New Hampshire on the leadership lessons he learned in the Army and how he would apply those to the presidency. And he will begin a series of five daily discussions detailing his performance goals.
"In the Army, we were taught to tackle challenges by setting goals," General Clark said on Sunday in a conference call with reporters. "Then, you're held accountable to those goals."More....
