Gov.'s Agenda to Go to Ballot
His fiscal plan defeated, Schwarzenegger's aides say he will rely on a bond issue OKd earlier and turn to the initiative process for next year.


Rebuffed by state lawmakers in an early test of his administration, Gov. Arnold Schwarzenegger will now try to bypass the Legislature whenever feasible and tap into the public support he commands by taking his agenda directly to the ballot, aides said Saturday.

The governor himself remained publicly silent about Friday night's defeat of the state spending limit and $15-billion bond measure he had proposed to put before the electorate. His aides, however, cast the votes as confirmation that the Legislature is ignoring the message of the Oct. 7 recall election and the mandate that they contend Schwarzenegger won.

The aides showed little interest in reopening talks with legislative leaders.

Instead, they said their plan was to try to close the shortfall in the current year's budget by relying on a $10.7-billion bond issue that the Legislature approved this summer.

That issue is under court challenge from conservative groups that say the state cannot legally go into such deep debt without voters' approval.

1. What is he trying to do?
You can't just be passing intiatives and referrendums all the time. That would be usurping the power of the legislature and the courts.

I believe in the power of the people, but the people must put trust in the system.

2. Oh poor baby ran into a snag.
His first day in office he repeals the car tax and adds 4billion to CA's deficit. First day in office. And all this idiot campaigned on was getting rid of CA's huge deficit. By the way, that 4bil was to go to fire, police, etc. The legislature is not listening to the mandate of the people from the recall. I live in Sou. CA there is and never was any mandate! It was another hijacked repug election. Let's recall the terminator. What ya think?

8. Give it time..the truth will out
that truth being that Schwarzenegger is by no means a bright guy. That is obvious. He might be a good thing for progressivism as he compares nicely with Bush. Both dumb and at the ends of GOP strings.
