Documents: CIA warned of plane bomb plot

SAN JUAN, Puerto Rico - An anti-Castro militant now in a Texas jail warned the CIA months before the 1976 bombing of a Cuban airliner that fellow exiles were planning such an attack, according to a newly released U.S. government document.

The document shows that Luis Posada Carriles — who had worked for the CIA but was cut off by the agency earlier that year — was secretly telling the CIA that his fellow far-right Cuban exiles opposed to
Fidel Castro's communist government were plotting to bring down a commercial jet.

The document does not say what the CIA did with Posada's tip. A CIA spokesman said he had no comment on Monday, a federal holiday.

The CIA had extensive contacts with anti-Castro militants and trained some of them, but has denied involvement in the bombing.

CARACAS.—“Have you ever asked what would happen if tomorrow Osama Bin Laden was captured in any corner of the world and the people of the US were denied the right to bring him to trial?” asked Venezuelan Foreign Minister Nicolas Maduro in an interview with Granma.

“The US government protects terrorists,” said the Venezuelan foreign minister.

“Well that’s the same situation Cuba and Venezuela are in, because Luis Posada Carriles is the Bin Laden of the Americas,” said Maduro.

The foreign minister spoke about the case involving the terrorist who has taken up refuge in the United States and denounced efforts to grant him political asylum.

The interview took place at Maduro’s office in the Foreign Ministry in Caracas on the 30th anniversary of the plane sabotage known as the Barbados Crime, because it took place off the coast of that Caribbean island.

Washington, September 23 (RHC)- A huge rally was held in Washington, DC on Saturday to demand freedom for the Cuban Five -- five Cubans who are locked up in U.S. prisons for defending Cuba from terrorist groups based in Miami. The Cuban Five, who have now been held for more than eight years, were unjustly convicted on false charges of conspiracy to commit espionage and given unusually long prison sentences.

On Saturday, people from over 30 U.S. cities arrived in Washington, DC. Gloria La Riva, the coordinator of the National Committee to Free the Cuban Five, told reporters that while the U.S. government is considering releasing admitted terrorist Luis Posada Carriles, the Cuban Five still languish in U.S. prisons.

The demonstration gathered at the U.S. Justice Department Saturday morning and marched down Pennsylvania Avenue to the White House. Pickets were set up in front of the U.S. president's residence and a public forum was held in the afternoon at George Washington University.

Among the speakers were: Wayne Smith, former head of the U.S. Interests Section in Havana; Saul Landau, with the Institute for Policy Studies; Leonard Weinglass, Cuban Five attorney; Francisco Letelier, son of Orlando Letelier, assassinated on the streets of Washington, DC 30 years ago; Livio De Celmo, brother of Fabio Di Celmo, who was killed by a bomb planted by a mercenary paid by Luis Posada Carriles; Minister Akbar Muhammad, International Representative of the Nation of Islam; José Pertierra, Venezuela's attorney in the extradition case for Luis Posada Carriles; Gloria La Riva, coordinator, National Committee to Free the Cuban Five; Andrés Gómez, coordinator of the Antonio Maceo Brigade; Heidi Boghosian, National Lawyers Guild Executive Director and others. During the last eight years, more and more evidence has emerged demonstrating that what happened on that Saturday, September 12, 1998 in Miami, corresponds more to a conspiracy by officers of the Federal Bureau of Investigations ( FBI ) with the terrorist anti-Cuban Mafia, than to the actual protection of the National Security of the United States of America.

The Miami mass media admitted on the following Monday, September 14, that many of the experts couldn't explain why, over the weekend, the FBI had arrested people who were monitoring counterrevolutionary groups, because it was precisely the Federal Bureau which benefited from the information that those people were collecting.

The commentary, published on September 15, 1998, by The Miami Herald, explained that for a long time the FBI knew about the actions of those people inside the Miami groups, and it added: "Monday (September 14 ), many in Little Havana were conjecturing that the dragnet was the way that Washington had to balance the equilibrium of justice against the seven exiled Cubans that last month were accused of attempting to assassinate Fidel Castro."

Days later, during a press conference, Hector Pesquera, recently appointed Head of the FBI Miami Bureau, admitted that this detention had generated contradictions with some higher ranking officers of his command who did not support the action, and he added that this case " would never have reached the courts" if he had not directly requested Louis Freeh, at that time Director of the FBI, so that he would approve the detention.

Evidently, something abnormal was happening.

Posada trained with the CIA for the 1961 Bay of Pigs invasion and served in the U.S. Army in the early 1960s. In 1965, he allegedly plotted to overthrow the Guatemalan government and blow up a Soviet or Cuban freighter in Mexico, according to the FBI. In 1967, he moved to Venezuela, eventually leading its counterintelligence agency, and was running his own security firm in the mid-1970s.

In 1973, Posada was investigated by the CIA for allegedly smuggling cocaine, but was cleared after he convinced interrogators he was "guilty of only having the wrong kind of friends," a declassified document says. The same document says the CIA "formally terminated" its relationship with him on Feb. 13, 1976.

Yet Posada still contacted the agency.

"After 2/76 contacts with (deleted by censors) were at Posada's own initiative to volunteer information in exchange for assistance U.S. visa for self and family," said the document, an annotated list of still-secret records on Posada's CIA career that was marked "sanitized."

It tells how Posada contacted the CIA in February 1976 to describe an assassination plot by Orlando Bosch and Frank Castro, two fellow right-wing Cuban exiles, against leftist Andres Pascal Allende, the nephew of slain Chilean President Salvador Allende. Posada worried that his allies would discover he was giving up their secrets.

Allegations that he masterminded mass murder did not keep U.S. covert operatives from hiring Posada again. Within months, he was delivering weapons to Nicaraguan Contra rebels in an illegal Reagan administration operation. Posada also acknowledged, and then denied, a role in Havana hotel bombings in 1997 that killed a tourist.

And in 2000, Posada was arrested for allegedly plotting to assassinate Castro during a summit in Panama. He was pardoned in 2004 by then Panamanian President Mireya Moscoso.

I didn't know that two earlier attempts to bomb Cubana airliners failed before they killed so many people in this bombing.

Also, it never registered with me until I read this article that not only was _{George H. W. Bush} the CIA director, but Henry Kissinger was the head of the Department of State. Good grief! (Not to mention Cheney and Rumsfeld worked for that administration, too)

These old friends go back a long time. Elder _Bush has been deeply involved with all kinds of Cuban "exile" terrorists since before the Bay of Pigs.

In a report dated a month after the bombing, then FBI Director Clarence Kelly told Secretary of State Henry Kissinger that a confidential FBI source ascertained the bombing had been planned in Caracas by Posada, Venezuelan intelligence agency official Ricardo Morales Navarrete and Cuban exile Frank Castro, who is not related to the Cuban leader.

Two Venezuelan employees of Posada's private security agency were arrested in Trinidad the day after the bombing, and one of them — who said he had worked for the CIA — admitted the two had planted the bomb, documents posted by the National Security Archive show.

According to Noam Chomsky's book Failed States Posada "was hired by US covert operatives to direct the resupply operation for the Niacaraguan contras from El Salvador"

The book also informs us that Bush I pardoned Orlando Bosch who presumably still resides in the US.
