Senator Readies Congressional Reversal Of FCC Rules

North Dakota Democrat Byron Dorgan says that as soon as the FCC either formally notifies Congress about its new ownership rules or publishes them in the Federal Register — either of which can trigger the action — he'll invoke the seldom-used "Resolution of Disapproval," which gives Congress the power to veto Executive Branch rules. Dorgan says he may introduce the resolution as early as Wednesday, by when he expects one of the two triggering events will have occurred.

You cite an Act and a resolution passed by Congress, not an Executive Branch Rule.

The ones Powell pushed through over strong bipartisan dissent. I'm unaware of any Dem that supported them.
