But six months after its creation as a bridge to democracy, the Iraqi Governing Council may be hampering the U.S.-led coalition's efforts to speed up the transfer of political power to Iraqis.

Anthony Cordesman, of the Center for Strategic and International Studies in Washington, says that the council has become a liability for the coalition: "It is clear that the current Governing Council is not fit to be a provisional government."
The council has little power, but it was supposed to be the first step in the creation of a democratic government.
