White House: Proposal Won't Change Status Of Guantanamo

WASHINGTON -(Dow Jones)- The status of detainees now held at Guantanamo Bay won't be changed by legislation the White House plans to send to Congress on new rules for military trials of suspected terrorists, White House spokesman Tony Snow said Wednesday.

President George W. Bush is expected to detail the administration's plan in a speech at 1:45 p.m. EDT, remarks that Snow said will include "significant news." However, "do not expect there to be dramatic changes in status," he said.

"It does not include a change of status for Guantanamo," Snow said. "This is not a change of status in terms of change in operational procedures."

The White House effort to clarify the treatment of "enemy combatants" follows the Supreme Court's June decision that the proposed tribunals would violate international law. Since then, the White House has been working with lawmakers to design a system that meets the court's standards.

Is the another example of the over-reaching White House powers in this admin?

The Washington Post reported earlier Wednesday that top Republican senators have drafted legislation that would differ with the White House by giving defendants the right to know the evidence against them.

President Bush pushed a hard line Wednesday on trying terror suspects
through military tribunals, exhorting Congress to allow evidence to be
withheld from a defendant if necessary to protect classified information.

"One of the most important tasks is for Congress to recognize that we need
the tools necessary to win this war on terror and we'll continue to discuss
with Congress ways to make sure that this nation is capable of defending
herself," Bush said after a Cabinet meeting.

Senate leaders were briefed on the legislative plan Tuesday night. It already
has met resistance from lawmakers who say it would set a dangerous precedent.
