WASHINGTON - A day after a Pentagon report described spreading sectarian violence and increasingly complex security problems in Iraq, President Bush painted a rosier picture. "Our commanders and diplomats on the ground believe that Iraq has not descended into a civil war," Bush said Saturday in his weekly radio address. "They report that only a small number of Iraqis are engaged in sectarian violence, while the overwhelming majority want peace and a normal life in a unified country."

The president acknowledged "a bloody campaign of sectarian violence" and the "difficult and dangerous" work of trying to end it.

On Friday, the Pentagon reported that death squads increasingly targeting mainly Iraqi civilians heighten the risk of civil war. The report, the latest in a series required by Congress, also said the Sunni-led insurgency "remains potent and viable."

"Conditions that could lead to civil war exist in Iraq, specifically in and around Baghdad, and concern about civil war within the Iraqi civilian population has increased in recent months," the report said.

But Bush, repeating nearly word-for-word the message of a speech earlier this week in Salt Lake City, said, "The security of the civilized world depends on victory in the war on terror, and that depends on victory in Iraq, so America will not leave until victory is achieved."

I propose a basic set of I.Q. and psychological tests to be administered to every future serious candidate for the House, Senate, President and Vice-Prez. What is happening to our country right now should never, ever have a chance in hell to happen again. We have a stubborn religious zealot, who scorns the educated, running the United States right into the ground. What a despicable tool this small, small man is.

they weren't engaged in civil war... he didn't say it hasn't broken out... he just said the entire country hasn't descended into civil war. this administration creates no benchmarks, no defined points for anything negative. they always create these fake points for things that support their terrifying campaigns, however... like "mission accomplished" and all the other nonsense bush spews.

their MO is lie, and then lie again, and then lie louder, and they don't seem to care that everyone notices it's a complete and total lie. it's kinda like someone insisting that there is a Santa Claus, and then insisting that there are flying reindeer, and denying that all attempts to prove this are utter failures. it's a myth thing. bush has to say this stuff so his followers will believe that HE believes it... yet we all know that he neither believes it nor is it true. i think the whole country is so embarrassed by the situation that we don't complain too loudly for fear of drawing more international attention to the sorry state we're in!

20. You're right, but there's also the difference in battlefield tactics
Having not seen any pictures of soldiers standing in ranks, firing rifles at the opposition, the president can only conclude that no civil war exists.

Ha! Gotcha! Iraqi Informaiton Minister Muhammed Saeed al-Sahaf, better known as "Baghdad Bob" or "Comical Ali", said every single one of these things. Some of them are rather prophetic, aren't they? And the fact that some of them could easily be by Bush tells you where he is in the propoganda war!

If Bush really believes the stakes in Iraq are as high as they were in World War II,

he should mobilize the nation and call for sacrifice.

He should institute a military draft and repeal tax cuts to pay for the long and costly struggle against Islamic terrorists.

And he should replace Rumsfeld with a defense secretary who is competent in the business of waging war.
