ACLU Alleges Sheriff Broke Civil Rights NEW ORLEANS (AP) -- The Orleans Parish sheriff was accused in a lawsuit Friday of violating the civil rights of inmates in his custody during Hurricane Katrina's aftermath.
The American Civil Liberties Union of Louisiana claimed in the suit that Sheriff Marlin Gusman failed to ensure the safety and proper care of inmates, while forcibly keeping them in the storm's path and resulting floodwaters.

The ACLU called the jail conditions "some of the worst horrors of Hurricane Katrina."
Gusman's "failure to protect human beings who were unable to protect themselves caused serious harm" to Morgan and other inmates, said Katie Schwartzmann, an ACLU attorney. "This failure is a violation of basic human rights principles and the Constitution."
Gusman has previously defended the prison staff's efforts to evacuate prisoners, including women and juveniles.
