If they know they've already lost, then it won't hurt them to keep those transplanted residents there instead of other parts of Texas where they might do more damage to Rethuglican opponents. Before I was saying that we should have a lot of those Katrina residents move to this district to help vote Tom Delay out of office. Now it would be nice if they could be in other parts of Texas to get more Rethuglicans out in November!
