American Arrested in Bolivian Bombings

Bombs exploded inside two low-budget hotels in Bolivia's capital overnight, killing two people and wounding seven, police said Wednesday. An American was among those arrested.

The explosions occurred Tuesday night and early Wednesday in the historic city center. Police commander Oscar Nina said it was "a case typical of terrorist crime."

Two people — an American and a Uruguayan — were arrested early Wednesday in connection with the bombings, La Paz district attorney Jorge Gutierrez said.

Police planned a news conference later Wednesday to provide more details.

2. Black-ops? Contractors?
We definitely have a very dark and nasty history of meddling in Latin American countries (Chile, El Salvador, Honduras, Nicaragua, Panama, Colombia, etc). And when we do it, apparently we break all rules of the game. We procalim democratic values and claim to defent liberty and rights, but when it coems to Latin America, we can just trash all those values and go medieval on their asses. No wonder they see us as such hypocrites. No wonder all of Latin America is now voting for governments bent of stopping the American bullying.

3. It's going to be very interesting finding out more about this.
I'm sure no one thought the Bush-engineered coup on Hugo Chavez was the only filthy act we'd be witnessing from his administration during Latin America's struggle to reclaim its honor and self-,after decades of vicious manipulation by American right-wing Presidents.

We learned several years ago the Cuban right-wing idiot "exile" community, (many members previously working for the C.I.A.) in Miami had started hiring poverty-ridden Central American citizens to carry in bombs to plant in Cuban hotels, doing their dirty work for them. This seems very consistant with that behavior.

That means a foreign country could:
1) Require us to disarm and prove we don't have weapons of mass destruction;
2) Invade us in an act of preemptive war;
3) Overthrow our despotic ruler and hold him accountable in a court of law;
4) Kill our citizens with 2,000lb bombs;
5) Arrest our citizens and torture them;
6) Claim the need to "fight us here, so they won't have to fight us there"
7) Claim the need to be here for decades to come!

That would be horrible!!!!

Wait, number 3 doesn't sound so bad...

The blast, close to government headquarters, occurred late on Tuesday. Hours later, another hotel in the city was rocked by an explosion.

Several buildings were damaged and at least five people are known to have been injured in the two explosions.

Attorney General Jorge Gutierrez said a Uruguayan woman and an American man had been arrested at a hotel in El Alto, 12km (seven miles) outside La Paz.

The first explosion rocked the Linares hotel on Wednesday at 2150 local time (0150 GMT).

Local media say the fatal victims were a young couple. The man was killed instantly, and the woman died later in hospital.

LA PAZ, Bolivia (Reuters) -- Bomb blasts rocked two small hotels in the center of the Bolivian city of La Paz, killing two people, and officials said on Wednesday they had arrested two foreign suspects.

La Paz prosecutor Jorge Gutierrez said the pair, apparently a Uruguayan and an American, were arrested in the early hours of the morning in the city of El Alto, which borders La Paz, soon after the second blast.

"Both were carrying cartridges of dynamite and detonators. The woman is Uruguayan and the man says he is from the United States. We are gathering information from immigration to establish when they entered the country," he told reporters.

A witness to the second blast, which took place at 1:50 a.m. (0550 GMT) in a hotel near the main bus station, said police evacuated the building moments before the explosion.

LIMA, March 21 (Xinhua) -- Bolivian President Evo Morales said on Tuesday that he would give his life for the nationalization of the country's natural resources, including its rich gas reserves,according to reports from the town of Camiri, southeast of the capital of La Paz.

Morales, who has vowed to step up state control in all key industries in the South American country, said he wanted to complete the nationalization process by July 12.

Morales made the promise to local official Gonzalo Moreno, who threatened to burn himself alive if the national oil company YPFBis not brought under total state control.

The Bolivian government has said it wanted to regain the control of about 10 companies, especially in the oil-gas and electricity sectors.

March 22 (Bloomberg) -- Bolivian police arrested a male U.S. citizen and a Uruguayan woman in connection with two hotel bombings in the capital that left two people dead and five wounded.

The blasts knocked down walls at two hotels where government officials stay and scattered bricks and cement across a 60-meter radius, shattering windows in nearby buildings, a statement on the government Web site said. The force of the blasts indicated the bombs were probably made from C-4 plastic explosives, rather than dynamite, the statement said.

The statement didn't say what organization was suspected of carrying out the bombings or give the identities of the suspects.

``The United States claims to fight terrorism, yet Americans come to put bombs in our hotels,'' Bolivian President Evo Morales said at a ceremony in the eastern city of Santa Cruz, in comments broadcast by La Paz-based Radio Panamericana. ``This is an attack on Bolivian democracy.''

19. Well, there are a few groups in the U.S. who use this stuff....
Here's one, Eduardo Arocena who testified he used it during his work as a terrorist against Cuba, with a group of violent idiots, named Omega 7:
In addition to providing information on the assassinations and attempted assassinations, Arocena provided the FBI with details on how he constructed bombs used in most of the Omega 7 operations and information on a split in the organization which occurred during late 1980. Arocena stated that he personally constructed most of the explosive devices used by Omega 7. The bombs usually consisted of either Gelodyne, dynamite or military C-4 and were constructed using detonating cord as a booster. Arocena, who received his training in explosives from Cuba exiles who had been trained by the CIA, would prime the detonation cord with the blasting cap, knot the detonation cord on the other end and place the knot into the main explosive charge. This was done because some commercial blasting caps are not powerful enough to detonate certain types of explosives, especially C-4.

Here's an instance in which bomber/mass murderer Luis Posada Carriles was caught in Panama, where he went to kill Fidel Castro, in possession of C-4:
Mr. Posada was seized, along with his three colleagues and 33 pounds of the plastic explosive C-4. Despite Mr. Posada's protest that the case was a sting set up by the Cuban spy service, he received an eight-year sentence in April 2004 for endangering public safety.

100. Did you hear the one about Posada's buddy
Santiago Alvarez, the guy who brought Posada back to the US in his yacht? Alverez got busted in Broward County a few months ago and is now in jail without bond. They found his weapons cache hidden in one of his condo complexes. The judge said there was enough weapons and explosives to cause a major bloodbath. Don't know if there was any C4 there but I wouldn't be surprised.

105. I just checked to see if there's anything new on Santiago Alvarez
One story from the Miami Herald vividly discusses Posada Carriles, mentions Alvarez's arrest, charges, and never mentions the fact he ALSO had bomb-making materials in his possession (his office and home). (It also claims the local FBI is corrupt and works with Cuba, a peculiar idea!)
Alvarez and Mitat's legal strategy seems to be partly focused on political arguments to help free the men, who are charged with having machine guns, grenade launchers and other illegal guns. Alvarez and Mitat's attorneys argue that the FBI may have used Cuban intelligence to nab the two men.

LA PAZ (AFX) - Bolivian President Evo Morales accused the US government of sending Americans to conduct "terrorism" in the country, after bombs planted in two La Paz hotels killed two people.
"There is a battle against terrorism and the government of the United States is sending Americans to do terrorism in Bolivia," Morales said from Santa Cruz, in eastern Bolivia.
Police have arrested two people, an American and an Uruguyan, in the wake of the explosions, Attorney General Jorge Gutierrez said, adding that officials were investigating whether the suspects were part of a larger group.

La Paz, Mar 22 (Prensa Latina) A US man and an Uruguayan woman confessed Wednesday to having planted explosives that killed two people in two hotels of the Bolivian capital, La Paz´ attorney Jorge Gutierrez confirmed.

The legal expert said in a telephone conversation that those arrested admitted their guilt, adding they had placed the explosives in Linares and Riosinho II Hotels to cause as many victims as possible.

Gutierrez declined to mention their names, but said this and other details will be given in the coming hours, when the investigation concludes.

According to the attackers, they first put the explosive in Linares Hotel and then in Riosinho II.

21. It's odd they won't reveal their names yet.
The idea of bombing hotels is one which has been used repeatedly by Miami Cuban "exiles" against Cubans. They have even floated by in their little boats and shot up hotels with machine guns. They are attracted to hotels because the possiblility exists they could get lucky and kill off a lot of people.

I'll bet there's a good chance when the American's name is revealed, it will be Spanish, as in Miami Cuban "exile." They have bombed and shot things up, kidnapped, and murdered in over 26 countries since the Cuban Revolution, and these big fish in a small bowl were suddenly invisible in the huge bowl of the U.S. when they left Cuba.

Cuba would be one possibility. If we still don't know the names tomorrow, I would start to get suspicious, right now I would think they are still working on getting the story straight and trying to find collaborators etc. Don't want to spook any perps while one might still find them.

I recalled hearing that name (Lestat, so close to Lestad) after you mentioned it. She was born in New Orleans, too.

I surely hope the press will honor us with some part of the truth of this story.

Looks a lot like guy the Bolivia says did it...

Old navy photo...the guy's young, so it looks quite recent that fellow just left the service. The collection of photos (family pix, driver lic. photo, old navy pix)...sorta the type of pictures a loner would have of himself, if he had to upload to a singles' board...sad.

BUT then again, these are the type of photos that could be easily grabbed by 'ops' for a frame up as well.

58. Well, the hair could have easily grown out. If it was long and dirty
it would probably lose a lot of that fluffier, curlier appearance in the other photos.....

It looks as if the hair color is reddish-brown in all photos. The one taken in Bolivia shows a pretty pudgey guy, but some people do bulk up for various reasons.

The closer photo prevents a good look at his eyes because of the heavy dark frame on the glasses. The recent one is simply too far away.

Skin tone is pallid in all the photos.

The images are really interesting, hang a left. I'm stumped here!

Unless he knows someone in the motor vehicle department or some other government agency, he's required to have two forms of i.d. in order to get it, too, if California laws are like my state's.

It's obviously a phoney name, after all. This is getting steadily wierder!

LA PAZ, Bolivia - Bolivian police arrested an American and an Uruguayan woman believed to be his wife early Wednesday in connection with a pair of explosions that killed two people and injured seven at two budget hotels in the center of this high-altitude city.

Police accused the two of planting about 50 pounds of dynamite in the attacks, but said they didn't think the bombings were politically motivated.

At a news conference, police gave the Americans' name as Lestat Claudius De Orleans and identified the Uruguayan as Alda Ribeiro Acosta. A police commander reached by Knight Ridder Newspapers said De Orleans is 25 and Ribeiro, 42, though there were differing reports of their ages.

The first explosion went off around 9:30 p.m. Tuesday at the Linares hotel near the city's main plaza. The building collapsed and three neighboring houses were damaged, Nina said.

More than four hours later, the second blast destroyed the hotel Riosinho II, which its owner already had evacuated because of suspicions about the suspects' presence there.

Police detained US national Claudio Lestad D'Orleans, 27 and his wife, Uruguayan Alba Riveiros, 40, as suspects in the late Tuesday and early Wednesday bombings that ripped through two modest hotels in downtown La Paz and damaged nearby buildings.

then blowing up a hotel in La Paz? This is such a weird story, but it really doesn't seem CIA or USA-related. Wouldn't a gov. operative be more low-key, instead of employing odd aliases & displaying odd behavior? This might just be a group of anarchists, maybe even a cult? In short, Evo Morales made some comments about the US government and the American with the vampire name that was arrested. Now the Bolivian press says that the US government has recalled his envoy for consultations. As the Bolivian newspaper said, this is the first time in 20 years that the US has recalled an envoy for consultations.

There is also some backtracking on the claim that the bomber was motivated by religion.

With this latest terrorist attack, the US Ministry of Lies & Propoganda seems to my eyes to be running out of steam in the creative department. And they could use somebody more capable in the continuity department. Because not only are they still sticking to the preposterous identities they bestowed on these two hired hands--whoever those unfortunate pair really are--not only their names and nationalities and identities, but they can't even get their supposed birthdates straight. What is the age of Lestad (not his real name), or is it Lestat? Is it 27, 25? And how old is the now ranting "Uruguayan woman," who despite being an accomplice seems to be not without a heart? What is her name? I haven't even bothered to memorize the name they've given her. How old is she? Is she not any longer 42 or 45, two ages previously reported? This latest report rounds her age down to 40.She keeps getting younger.

And then there's the enigmatic Jessica Wilson, injured in one of the blasts, but now released. What will she have to say. Will we hear from her? When?

The aging process had gone into reverse, bringing her reported age down from a high of 47 down to a low of 40. Now she's 41. The aging process seems to be speeding up again for poor old whatever her name is.

At least the Bolivians have grasped the fiction of these stooges. They are not ruling out any hypothesis, including national or international connections. They must be as baffled as we, as this story unfolds.

But Alda Ribiero's real husband is now said to be a Russian? A communist?? And that it was a forced marriage?

All other sources indicate the woman referred to the American as her "husband" but Reuters printed this clumsy interpretation:
At a news conference, the American suspect stood motionless under heavy guard alongside the Uruguayan woman, his girlfriend. Both refused to comment, but as the woman was taken from the police station to the news conference, she shouted, "Kill my man, he's crazy!"

That story also mentions something one of the other sources claimed: both of the murdered bomb victems were Bolivian doctors. That was an unfortunate event in a country with undoubtedly too few doctors.

Why would this American and his accomplice try to meddle in this developing renewal of relations?

It was set up to be the administrative agency of the "World Government of World Citizens" which he declared on September 4, 1953.

The WSA issues passports, registers applicants as "world citizens", and issues "world citizen" identity documents, such as birth certificates, identity cards and marriage certificates. It asserts that its passports, which it purports to issue under the authority of Article 13, Section 2, of the Universal Declaration of Human Rights, have been accepted on a de facto, case-by-case basis by over 150 countries and, at one time or another, on a legal or de jure basis by six countries. However, procedures for verifying the identity of applicants are lax, and WSA passports have been mentioned in U.S. indictments for fraud and providing material support to terrorists. Burkina Faso withdrew its de jure recognition of WSA passports in 1992, and there is evidence going back to 1996 that Zambia has also withdrawn its de jure recognition of WSA passports.

SAN FRANCISCO - The Northern California man arrested in Bolivia on suspicion of planting hotel bombs that killed two people has a history of legal and mental health problems going back to elementary school, court documents show.

Triston Jay Amero, 24, was in and out of psychiatric hospitals since he was 7 years old after making frequent threats to kill himself as well as doctors and law enforcement officials, according to court documents obtained by The Associated Press.

"Based on our experience with him, the new charges are not entirely surprising," Amador County District Attorney Todd Riebe said on Thursday. "He is a very disturbed man, and given his past, I think he would be fully capable of doing this."

As a teenager, Amero was sentenced in October 1996 to three years and six months in California Youth Authority custody after being convicted of assault on a public official and battery for spitting on an El Dorado County juvenile court judge and court clerk, court documents show.

While in custody at the Preston Youth Correctional Facility in Ione in Amador County, Amero threatened staff and created hit lists of staff members and public officials he planned to kill when he was released, court documents show. Former President Bill Clinton was included on one such list.

In a 2002 blog connected to a website, Digital Paganism of the World, Amero praised the website and left a message: “I am a Wiccan High Priest from California Who must deal with Bible-mongering Christians every Day. I am greatly pleased with your essay on Paganism in relation to child abuse, as that is an issue that every Bible-monger in the County wants to gripe about.”

Amero ran for a seat on the El Dorado Union High School District baord in September 2002 and for a seat on the county’s Fire Division 3 board. He fared poorly in both races, and included the moniker, “Lord Cactus” as part of his name.

The State Department called his mother, Dawna Scheda, in Placerville, on Wednesday night to inform her about the arrest. Scheda said she has not spoken with her son and does not know where he is being held, and declined to say more before hiring a lawyer.

I'd like to highlight what another DU'er wrote earlier. It's entirely irritating seeing ALL of these articles pointing out the "low budget" aspects of the hotel. MANY hotels in other countries are "LOW BUDGET" because the people themselves are struggling economically. In very poor countries there just AREN'T many expensive hotels for the wealthier visitors to stay in. Wouldn't be prudent to have a lot of hotels no one could afford, beyond the very light international traffic.

Sounds like an attempt to color public perception, implying it's not as threatening since he didn't blow up any hotel where anyone of prominence would be staying.

"During the questioning, he said to an officer present: 'Take out your gun and put a bullet in my head,'" said the prosecutor. He said Lestat "is a person who was looking for protagonism," and that the suspect requested that a television be brought to the interrogation room "to see what impact his deeds had caused." The request was granted.

Lestat "enjoyed seeing those images (of the damaged buildings). He asked: 'How many died?' And when we told him, he said, 'That's too few, because I wanted to kill a hundred in the first hotel and a hundred in the second,'" Fiorilo told the press.

US Terrorist in Bolivia Prison

La Paz, Mar 24 (Prensa Latina) US citizen Lestat Claudius de Orleans, the confessed bomber of two hotels in Bolivia, spent the night at the maximum security prison Chonchocoro near the capital.


Due to his confessions Lestat is charged of manslaughter and terrorism for which he could get 30 years in prison, but he now claims that he confessed under torture.

Yet he cleared his partner, Uruguayan Ala Riberiro, that was sent to a women´s prison.

Meanwhile, the US embassy is manipulating the case against the government of President Evo Morales claiming that linking Washington with the terrorist may hurt bilateral ties.

The US embassy threatens to interfere in the investigations and denies any political motivations in the attacks.

Bolivian intelligence is investigating several suspicious facts, like the use of easily traceable radio-taxi services and the speed of his arrest.

Riveiros is known to many La Paz storekeepers as the model who posed nude next to crates of dynamite in printed material promoting the couple's business.

Prosecutor Carlos Fiorilo said that Claudius was not psychotic but "fully conscious of all of his acts."

BUENOS AIRES — As a defiant youngster in rural California, he spat at a judge, spent years in juvenile lockups and psychiatric institutions and was suspected of blowing up a telephone booth.

In comments to authorities, Amero said he never advanced beyond second grade and was kicked out of elementary school. "I absolutely despise formal academic curriculum," Amero declared in one statement. "I am a lone wolf, when it comes to studying."

He said he was committed to a psychiatric institution as a youth and diagnosed with a sociopathic personality disorder, among other maladies.

By age 14, he was questioned as a suspect in the bombing of a phone booth outside a market in the small town of Magalia. Much of his teenage years were spent in and out of juvenile detention sites, where he declared a "war of wills" between himself and authorities.
