Raw Story: Bush breaks the law (again)
Congressman writes White House: Did President knowingly sign law that didn't pass?

RAW STORY
Published: Wednesday March 15, 2006

Representative Henry Waxman (D-CA) has alleged in a letter to White House Chief of Staff Andrew Card that President Bush signed a version of the Budget Reconciliation Act that, in effect, did not pass the House of Representatives.

Further, Waxman says there is reason to believe that the Speaker of the House called President Bush before he signed the law, and alerted him that the version he was about to sign differed from the one that actually passed the House. If true, this would put the President in willful violation of the U.S. Constitution.

The full text of the letter follows:

3. i would think that the version congress passed is now law
if he signed a different version, then that version is not law because it didn't pass congress.

if the version that DID pass congress was not acted on within 10 days, then it becomes law by default without his signature (unless it was passed within 10 days of congressional ajournment, in which case it is pocket vetoed).

7. Now, how the fuck is that even possible in 2006?
This isn't the first 10 years of the union. It's not even the first 200. :wtf: I wonder if there is any precedence for this. My guess is the names that will come up are Nixon and Andrew Johnson.

19. And in fairness to bush - I KNOW, I KNOW, hold yer horses!
In all fairness, he actually DID tell the truth here. Anybody remember, and I think it WAS back in December 2000, when he commented to some open microphones (after a Congressional breakfast at which he was guest of honor) that "it'd be a lot easier to govern if this was a dictatorship and I was the dictator"? Anybody remember that? I was watching it, live, and heard him say that, and it made my blood run cold. Unfortunately, I had no inkling of HOW cold. None of us did. But I was also surprised to see how that remark went precisely NOWHERE. NOBODY picked up on it. NOBODY commented on it, pro or con. NO news coverage. NO punditry. NO spin. NO NOTHING! But sure enough, it's the whole truth now.

Probably the ONLY TIME in the last anguished five and some years in which he actually HAS told the truth, or gotten even close to it.

15. The amazing thing is
That GOP Congressmen probably don't care. Shrub is willfully altering their work, making a mockery of their efforts and basically taking away their power.

And they still want to have their picture taken with him.

16. Stick BoyGeorge in Penal Battalion re:Red army WWII. Stalin had...
so called PENAL BATTALIONS who were the first wave in many of his extremely deadly offensives against the German Army. These Penal Battalions had BLOCKER BATTALIONS behind them with machine guns to mow down any retreaters. Maybe stick Deadeye Dick and Rummy and Carl there along with him. According to the numbers of GIs not wanting to be in Iraq, I think it may be a mission they could get into. Let`s see what these CHICKEN HAWKS can do when it is their ass on the line. I am mad as hell. Impeach now ! ...Oscar
